Summary
Prisoner Operations Division, Arlington, VA.
The selectee of this position serves as a Statistician. You will be responsible for applying experimental, statistical, mathematical, or other research techniques for the improvement and coordination of detention-related activities, including the effective and efficient expenditure of appropriated funds.

Must be an eligible college graduate (an individual who has received a bachelor's or graduate degree within two years of submitting an application for employment). Veterans may have up to six years to apply.
This is a bargaining unit position.
Must pass a pre-employment security investigation and drug screening.
May be required to successfully complete a trial/probationary period.
Males born after 12-31-59 must be registered for Selective Service.
Must be a U.S. Citizen or National.
Must be able to obtain and maintain a Public Trust background investigation.
Occasional travel to other work sites may be required.

Qualifications
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you meet the Basic Requirement, and possess the Specialized Experience and/or education for the respective grade level to which you are applying.
Basic Requirement: All applicants must meet one of the following basic requirements. Applicants MUST submit a copy of their transcripts for verification.
A. Degree: Bachelor's degree (or higher degree) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. (Must submit transcripts)
OR
B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a)sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. (Must be reflected in resume and must submit transcripts).
In addition to the Basic Requirement listed above, all applicants must possess the following specialized experience and/or education to be considered minimally qualified:
Specialized Experience: At least one year (12 months) of full-time specialized experience at or equivalent to the GS-07 grade level in the Federal service performing the following duties: 1. Assisting with the preparation of regular and recurring statistical reports and quantitative analysis of financial data; 2. Assisting with the design and improvement of statistical and quantitative models involving multiple variables used to forecast an organizations probable program expenditures; 3.Creating and maintaining the necessary documentation related to data sources, the statistical methods and techniques used, program information, work notes, and other background materials related to the creation of the report; 4. Applying a wide range of analytical and statistical theories, principles, and practices sufficient to perform a range of assigned duties; and 5. Analyzing data using established statistical methods, modeling techniques and procedures.

Education: Master's or equivalent graduate degree from an accredited or pre-accredited college or university or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: ex.Quantitative Methods, Data Science,or Applied Statistics (MUST SUBMIT TRANSCRIPTS).
OR
Combination: A combination of education and specialized experience as listed above. (MUST SUBMIT TRANSCRIPTS)

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This position is being filled as a College Graduate under Public Law 115-232 (codified at Title 5, U.S.C. 3115), 5 CFR ยง 315.614.
Applicant Eligibility
The authority defines an eligible college graduate as an individual who has received a bachelor's or graduate degree within two years of submitting an application for employment. The two-year eligibility period begins on the date the degree is received, not the date of the graduation ceremony.
Employment applications may be accepted prior to the applicant's receipt of their degree. If such an applicant is selected, the applicant may not be appointed until after the degree is completed. Additionally, an applicant who has applied for a specific position within the two-year eligibility period may be appointed to the position after the two-year eligibility period expires. For example, if an applicant receives a degree in May 2021 and applies for a position in April 2023, then the appointment may be made after May 2023.
In addition, veterans, who have completed a bachelor's or graduate degree and were unable to apply within two years of obtaining their degree due to a uniformed service obligation of at least four years, may apply within two years of their discharge from uniformed service. The two-year eligibility period begins on the date of the individual's discharge or release from the uniformed service.
I/CTAP Career Transition Assistance Plans (CTAP) and Interagency Career Transition Assistance Plans (ICTAP) do not apply when filling college graduate hiring authority positions (5 C.F. R., part 330, subparts F and G).
