Summary
College Graduate appointments are permanent competitive service appointments.
The Office of Program Policy & Evaluation is responsible for producing and screening official data and conducting internal program evaluations & audits regarding the effectiveness of MSHA programs in protecting the health & safety of miners in accordance with the legislative and regulatory requirements of the Federal mine safety & health laws, standards, and regulations.
This position is inside the bargaining unit.

- Candidate required to obtain the necessary security/investigation level.
Qualifications
To be eligible for appointment under the College Graduate authority, applicants must meet requirement A or B.
A. Applicants who have completed a bachelor's or graduate degree from a qualifying educational institution within the previous two years or within 30 days of the vacancy closing date (06/25/2024).
OR
B. Veterans who have completed a bachelor's or graduate degree from a qualifying educational institution and have an intervening period of obligated service of at least four years in the uniformed services. The two-year eligibility period begins on the date of discharge or release from the uniformed service.
In addition to meeting the eligibility listed above, you must also meet the education and/or experience requirements described below.
You must meet the Basic Requirements and the Minimum Qualifications to qualify for Statistician, GS-1530-09 as described below.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.Minimum Qualifications:
Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service that has equipped the applicant with the particular knowledge, experience and skills to successfully perform the duties of the position.
Specialized Experience includes possessing at least 5 of the following:
- Experience with the basic comprehension of statistical theories and techniques that relate to creating and distributing data reports and other correspondence;
- Experience in providing evaluation and research support;
- Experience in creating tables and formulas in Excel and other statistical programs (R, SAS, STRATA, Python, and/or Tableau);
- Experience in identifying and downloading data from external data sources;
- Experience in researching and gathering pertinent data from a wide variety of sources, and presenting the data in a professional manner; or
- Experience conducting statistical data analysis, queries, and making recommendations on the results; or
- Experience in writing reports and presenting to various audiences.
OR
Education in lieu of specialized experience: Possess a Master's degree or equivalent graduate degree that provided the knowledge, skills and abilities necessary to do the work of this position; OR, Possess two (2) full years of progressively higher level graduate education that provided the knowledge, skills and abilities necessary to do the work of this position;
OR
Combination of education and experience: Possess a combination of Specialized Experience equivalent to at least the GS-07 level in or related to the work of this position and graduate level education that provided the specific knowledge, skills and abilities to perform successfully the duties of this position.

Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
