For almost 25 years, extreme poverty was steadily declining. For the first time in a generation, the quest to end poverty has suffered its worst setback. Global extreme poverty is expected to rise in 2020 for the first time in over 20 years as the disruption of the COVID-19 pandemic compounds the forces of conflict and climate change, which were already slowing poverty reduction progress. There is no silver bullet to ending poverty, and strategies to reach the least well-off must be tailored to each country's context, informed by the latest data and analysis and the needs of the people. The World Bank's South Asia Regional Statistical team in the Poverty and Equity program is diversified and exciting. It aims to support the regional focus on promoting shared prosperity and resuming poverty reduction on a livable planet.
Duties and Accountabilities:
We are looking for a Statistician and/or data scientist to join our team based in Washington, DC. You will participate in the team's strategic work across the region. You will also be encouraged to support the broader knowledge base of the Poverty and Equity Global Practice.
Your responsibilities will include:
• Work in and lead/co-lead teams to deliver Advisory Services and Analytics (ASA), including Poverty Assessments, applied microeconomic diagnostics (e.g., gender, labor market mobility, vulnerability, multi-dimensional poverty), and quantifying the distributional impact of fiscal, social, and other sector policies and investments.• Work in and lead/co-lead teams responsible for preparing and/or implementing lending operations supporting statistical capacity building in client countries. • Work in and co-lead teams to prepare Country Engagement products, including Systematic Country Diagnostics (SCD) and Country Partnership Frameworks (CPF). • Provide poverty and equity diagnostics and guidance to CMU, the country, and sectoral teams to inform ASA, the policy dialogue, and the preparation, implementation, and assessment of lending operations.• Apply and develop innovative data-driven approaches and technologies to measure and monitor poverty, equity, and gender trends aimed at building a stronger evidence base to inform the policy dialogue.• Support the development of statistical public goods and initiatives for data sharing and analysis.
Selection Criteria
We are looking for an imaginative and innovative applied statistician/data scientist with a demonstrated track record of sound analytical work.
Minimum Education/Experience
• Master's or Ph.D. in Economics, Statistics, data science, geography, or other related field, with a strong quantitative background and at least five (5) years of relevant professional experience.
Other Selection Criteria that will be valued:
• Demonstrates in-depth knowledge and skills in statistical methods for welfare measurement, data and statistical systems, and welfare analysis. • Technical and quantitative skills, including experience in micro-econometrics, data science, and statistical modeling; designing and implementing household surveys, censuses, and the System of National Accounts; and performing complex econometric analysis.• Superb interpersonal skills, track record of effective collaboration with multi-disciplinary teams, and listening and integrating ideas from diverse sources, governments, NGOs and donors, while being respectful and sensitive to cultural, political, and gender issues.• Upholds high data transparency standards, research reproducibility, and data protection. • Knows how to use data analytics to inform policy/operational design. • Actively engages with WB operational teams/projects to inform design and implementation based on data analytics and research evidence. • Excellent writing and communication skills in English.• Ability to work with staff from all levels and to mentor, coach, and motivate more junior staff.
For Data Scientists:
• Mathematical and quantitative reasoning; use of advanced computer languages and software; computational and algorithmic problem-solving; basic statistical concepts; data management and curation; data description and visualization; and data modeling and assessment.
For statisticians:• Standards and methods; statistical production, management, integration, and related applications; statistics processing, compilation, and dissemination. Statistical analysis and modeling; standard statistical software packages, statistical computing, and operating systems; machine learning tools and techniques.
