Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include demonstrated knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Uses ability to conduct unbiased research to identify appropriate available systems/data sources to conduct detailed project analysis to answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Demonstrated project management skills; knowledge of project management, technical operational background and working knowledge of project management principles is required. Demonstrated ability to conduct complex research to formulate, document, test hypotheses and provide sound recommendations based on conclusions drawn from the analysis. Requires experience with data analytic techniques and intelligence analysis methods. Because of the creativity demanded by the very nature of macro-level research and analysis, must exercise originality in addressing unique, non-recurring policy and resource issues. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of concepts, principles, and practices related to the development of strategic corporate plans, policies, programs, and recommendations to support intelligence production missions.
  2. Knowledge of common plans and program management practices, procedures, regulations, precedents, and guidelines.
  3. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations; knowledge of a wide range of concepts, principles, and practices relating to all- source intelligence; and knowledge of National Intelligence Program (NIP), General Defense Intelligence Program (GDIP), National Geospatial-Intelligence Agency Program (NGP), Consolidated Cytological Program (CCP), and Military Intelligence Program (MIP).
  4. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities; and knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
  5. Must have detailed knowledge and experience utilizing Project Management methods that cover the full scope from initiating, designing, planning, controlling, executing and closing large and small projects using accepted standard methods.
  6. Skill in designing and conducting comprehensive studies,and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major intelligence organization.
  7. Skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure
  8. Ability to communicate effectively orally and in writing to convey complex topics primarily to senior leaders. Competent in applying conflict management strategies to sensitive situations when dealing with peers/senior leaders to identify and resolve potential conflicts fairly and efficiently.

CONDITIONS OF EMPLOYMENT CONT.
  • This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.
  • Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting.
  • Work is performed in an office environment. Work may require travel away from the normal duty station on military and commercial aircraft. Up to 25 percent of yearly duty time may be in travel status. Incumbent may be required to work other than the normal duty hours in the performance of the job; overtime may be required.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
