Strategic Sourcing Manager
ACCOUNTABILITY STATEMENT:
Responsible to lead the effort to implement, manage, and maintain a procurement function under the VP, Strategic Sourcing in alignment with 3rd party risk practices and program components. The successful individual will manage and deploy the framework for the RFP process and lead the sourcing team, including management level employees or managers, in developing strong relationships across the 3rd party base. Working closely with 3rd Party Risk Onboarding and Monitoring teams, Accounting, Finance, and Cultural Diversity, Equity, and Inclusion teams to manage the strategic direction and alignment of the program. The development of key stakeholder relationships throughout the organization will be critical to implement effective procurement controls, innovation, and cost reduction strategies. This position will be responsible for building strong cross-functional partnerships that align shared business objectives to increase total best value proposition for 3rd parties with consideration on risk, cost optimization, quality of service, and the ability to meet the organization's strategic needs.
ESSENTIAL JOB FUNCTIONS:
- Implement, and manage standard processes for the strategic vision of a fully integrated strategic sourcing and procurement organization cross-functionally with various departments including 3rd Party Risk Management, Accounting, and Finance (spend optimization, category management, sourcing and selection, policies, procedures, etc.)
- Lead a team of managers and/or management level employees to manage the procurement program components and framework.
- Identify system capabilities required for effective procurement management and communicate with stakeholders regarding system needs.
- Establish and drive identification and categorization of procurement initiatives to create opportunities for spend management and savings optimization throughout the organization.
- Proactively identify best value and quality opportunities to deliver upon annual strategic goals, leveraging insights through management responsibilities, data, and reporting.
- Support business partners with contract negotiations to create best cost scenarios with 3rd party relationships.
- Participate in VyStar committees and task forces to align strategic sourcing's input is integrated into major corporate decisions and initiatives.
- Partner with business leaders to resolve current and future sourcing needs, design sourcing approach, and supervise ongoing effectiveness.
- Monitor savings and define budget impact including tracking planned and achieved savings and presenting overall sourcing trends and results to VP, 3rd Party Risk Management.
- Liaise with 3rd Party Risk Management teams and the Cultural Diversity and Equity department on supplier diversity requirements and management of the supplier diversity program within the procurement activities to ensure compliance with the supplier diversity program design.
- Manage the support teams and processes for procurement activities for the procurement program
- Manage required resources and headcount to ensure appropriate resource levels and skill sets are maintained to ensure effective execution of procurement functions and provide direct oversight of the day-to-day activities of the procurement activities and resources.
- Inform VP, Strategic Sourcing of notable operational and administrative activities and concerns as well as status of ongoing projects for procurement activities.
- Conduct annual performance evaluations and provide opportunities and guidance for staff to assist them in the achievement of their professional and personal goals. Perform hiring, promoting and termination activities as necessary, subject to approved budgets.
- Prepare and provide budgetary details for resources needed for procurement activities to the VP, Strategic Sourcing for approval. Continually evaluate means to balance cost containment with maintaining high quality standards and skilled professionals.
- Develop and implement procurement program metrics and reporting to be presented to the VP, Strategic Sourcing, and other management.
- Develop and implement quality control processes for the procurement functions.
- Conduct reviews to validate supplier diversity requirements.
- Attend supplier diversity and sourcing functions which may include trade fairs or industry benchmarking events
- Analyze data based on category and spend to optimize supply chain expenditures
- Risk mitigation through research and supplier site visits to validate supplier operations and ownership of the vendor
- Support as required ad hoc needs and/or management support for VP 3rd Party Risk Management

QUALIFICATIONS
Education
Bachelor's Degree preferred in business, supply chain management or related field
Experience
- 5+ years of procurement experience including experience with sourcing, 3rd party selection, spend optimization, category management, spend taxonomy, supply chain management is strongly preferred.
- 5 years of supervisory or leadership experience preferred
- Previous financial institution experience preferred.
Knowledge, Skills, and Abilities
- A solid understanding of the financial services industry and the laws and regulations that govern and/or impact the credit union is a plus.
- A high level of interpersonal skills and social sensitivity are required.
- Strong verbal and written communication skills
- Strong organizational and collaboration skills and the ability to influence leadership and key internal stakeholders across functional teams.
- Ability to forecast expenditures using a fiscal runrate
- Ability to coach, mentor, and counsel high-performing team
- Ability to develop, recommend, and implement short- and long-term plans, to set priorities, to complete multiple activities simultaneously and within deadlines, and to demonstrate flexibility to deal effectively with change.
- Ability to develop a five-year strategic plan.
- Proficiency in using procurement software and tools, as well as Microsoft Office Suite (Excel, Word, PowerPoint).
- Knowledge of procurement best practices, supplier management, and negotiation techniques.
