THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST (TITLE 5), Position Description Number T0045000 and is part of the IL USPFO, National Guard.

  • IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview.   • Males born after 31 December 1959 must be registered for Selective Service.

  • Must obtain and maintain a secret security clearance.
  • May be required to successfully complete a probationary period.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.
  • Recruitment and relocation incentives may be available for this position.
  • PCS expenses may be authorized.
  • Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Contracting certification must be accomplished IAW DoDI 50000.66.
  • Must meet the certifications, training, and experience IAW DoDI 5000.66.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant.

Qualifications

BASIC EDUCATION REQUIREMENT: MUST possess the minimum education requirement of a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees? (Note: Official Transcripts must be submitted with the application to receive consideration)

CERTIFICATION REQUIREMENT: MUST possess the required DAWIA (Level I - Professional) certification in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional)? (Note: Certification documents MUST be submitted with application to receive consideration.)

GENERAL EXPERIENCE: MUST possess the experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management; experience including competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.

SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess the experience which includes at least 1 year at the GS-12 level, of specialized contracting that requires a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis; experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions.

SUPERVISORY SPECIALIZED EXPERIENCE: MUST possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
