Summary
This position is in the Division of Financial Responsibility Filings, Office of Registration, in the Federal Motor Carrier Safety Administration. You will serve as the Deputy Division Chief (Supervisory Financial Analyst), responsible for the management and oversight of the division. You will also work to ensure that motor carriers, freight forwarders and brokers comply with safety and operating authority regulations including financial and process agent filing requirements.

CONDITIONS OF EMPLOYMENT:

- GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- REMOTE WORK:Â This position is eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
- PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
- SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
- Experience managing, leading and/or supervising that involved: planning and assigning work to subordinates; evaluating employee performance and/or providing advice and instruction; identifying training needs, hearing and/or resolving subordinate complaints; and/or, effecting employee disciplinary action or recommending other related action.
- Experience in the development of an IT infrastructure that facilitates the operation of a program. This may include developing, implementing, or updating requirements for information technology (IT) systems (such as but not limited to providing requirements to developers, requesting system updates, user testing new system requirements, etc.).
- Experience with Generally Accepted Accounting Principles (GAAP) in evaluating the financial health of a company and/or registration procedures with FMSCA.
- Experience in financial analysis (that may include reviewing a company’s cash flow, calculating financial metrics…etc.), and/or with FMSCA’s registration procedures (such as but not limited to Unified Registration System (URS), registration forms etc).
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Accounting - Knowledge of traditional accounting practices including accrual, obligations, and costs methods.
- Human Capital Management - Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
- Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
- Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations).
- Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

Â You will receive credit for all qualifying experience, including volunteer experience.
