Summary
This position is being filled under the DHA for Certain Personnel of the DoD Workforce; Section 1109, NDAA FY20, Public Law 116-92.
This position is part of the Chief Information Office, Defense Media Activity. The incumbent will be responsible for program/project resources, allocation plans, workforce development plans, budget forecasts, initiatives, and policies.

- This position is Telework eligible as determined by the agency policy.
- The incumbent must be willing and able to travel for 1 to 5 nights per month using commercial or military air, rail and vehicle.
- The incumbent must have the ability to acquire and maintain a valid U.S. passport. Failure to comply with travel requirements could result in termination from federal service.
- The incumbent must be able to pass a pre-employment drug test screening and pass subsequent periodic random drug testing.
Qualifications
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
- Managing policy and oversight of Information Resource Management (IRM) activities within the organization supporting DoD standards for acquisition, accountability, Defense Cyber Workforce (DCWF), and planning, programming, and budget execution (PPBE) related Information Systems.
- Serving as senior-level supervisor responsible for establishing and maintaining the enterprise vision, strategy, and programs to ensure information assets are acquired responsibly and managed transparently ensuring DoD CIO visibility of all information system and DCWF resources.
- Directing staff in identifying, developing, implementing, and maintaining IT system acquisition and resource management processes and reporting across the organization.
- Planning, directing, supervising, and coordinating activity-wide IT management and reporting actions to meet public law, OMB, DoD, and DMA information and IT security requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

The incumbent must be a U.S. citizen and resident of the U.S. Holds (or demonstrates potential to obtain) Information System Security Program Manager certification.
Must obtain and maintain current and future Defense Cyber Workforce (DCWF) qualifications for the following roles:
PRIMARY :901 (Executive Cyber Leader Work Role) - Intermediate
SECONDARY :804 (IT Investment/Portfolio Manager Work Role) - Advanced
TERTIARY :752 (Cyber Policy and Strategy Planner Work Role) - Intermediate
