Supervisory Instructional Systems Specialist, GS-1750-13

AT THE GS-13 GRADE LEVEL: GS-13, TO qualify, applicant must meet the BASIC REQUIREMENTS of the position:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

 In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below.

AT THE GS-13: Applicants must have at least year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes:  

• Expert knowledge of instructional systems and performance technology along with the skill sufficient to serve as instructional systems specialist in all areas of the instructional design process.
• Expert knowledge and skill to analyze performance problems and to identify appropriate performance interventions.
• Expert knowledge of instructional systems and performance technology including areas of analysis, instructional design, development of alternative delivery systems, and implementing performance interventions which enhance training proficiency while minimizing time and cost.
• Expert knowledge and skill of the latest developments in the field of performance and instructional technologies to ensure organizational needs are met and to functions as lead designer, developer, and evaluator for internal and external evaluation systems.
• Advanced familiarity with and experience in applying analytical techniques (i.e., performance and organizational analysis, strategic needs/goal analysis, gap analysis, front-end analysis, job task analysis, training needs analysis, task analysis, cost benefit analysis) the Coast Guard uses to study and solve workforce performance problems.
• Ability to provide mastery level consulting, advice, and recommendations regarding all processes used to analyze, evaluate and recommend both traditional performance support (i.e., resident training or job aids) and modernized performance mixed modality support (i.e. mobile applications, electronic performance support systems, self-paced eLearning, and blended online and remote training).
