  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role codes 461, 722, and 801 proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
**AND**

In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying a mastery of the professional field of IT consisting of Information concepts, principles, and practices relating to the interrelationships of multiple IT disciplines such as hardware integration, operating systems, cybersecurity and application software for mission critical networked systems interconnected between differing levels of security classifications and under differing cognizant security authorities.
  • Experience applying an in-depth knowledge of operating systems and virtualization software (e.g. Windows Server, Hyper-V, VMware, and Linux operating environment), Microsoft Windows and Red Hat Enterprise Linux Workstation, data storage virtualization hardware and techniques (e.g., fault tolerance, redundant array of independent disks (RAID) installation and configuration), directory services (e.g., Microsoft Active Directory), systems management software (e.g., Microsoft Windows Server Update Services (WSUS)) sufficient to evaluate and verify impacts on the current and planned CMSA LANT and TLAM Federation System architectures.
  • Experience applying expert level knowledge required in Cisco networking devices/applications (e.g. Cisco Router/Switch Internetworking Operating System (IOS), Cisco Identity Services Engine (ISE)) and cyber security tools/appliances (e.g. Nessus Security Center, SolarWinds Orion and Security Event Manager, Splunk, Cisco Secure Firewalls) to include bandwidth management concepts and IT security methods sufficient to implement networks that support mission requirements.
  • Experience applying a mastery of and skill in integrating the aforementioned multiple IT specialty areas needed to plan, design and implement systems/networking projects and develop innovative strategies for resolving system/network implementation integration issues.
  • Experience applying a high level of skill in creating and providing technical documentation for all information systems, networks, and associated applications.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

The incumbent is required to obtain the foundational qualification within 9 months and the residential qualification within 12 months of appointment and maintain qualifications as described in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Participation in a continuous professional development program, completing an annual 20-hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Master-level and Baccalaureate-level education in Information Technology or a closely-related discipline from an accredited institution is highly desired. Advanced degree(s) are preferred.

This position is covered by the Department of Defense Priority Placement Program.
