Summary

The primary purpose of this position is to serve as the strategic leader for overall operational support within CNIC N96 including regional and installation activities. The Deputy is the Senior Operational Supervisor for CY operations, policy and compliance, and business services ensuring the effective execution and functioning of the CNIC N96 enterprise. This position has reporting responsibilities affecting senior level activities and products.

A qualified candidate possesses the following:
  • Four or more years of specialized experience with analytical and evaluative methods and techniques to assess program operations and organizational effectiveness.
  • Robust knowledge of N96 Child and Youth Program operations and management to include fundamental and technical knowledge.
  • Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, particularly as it relates to Child and Youth Programs.
  • Knowledge of CNIC's organizational structure, functions, and mission.
  • Knowledge and understanding of DON/DoD philosophy, goals, vision, policy and programs relating to child and youth issues of military members.
  • Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures.
  • Knowledge of management and business principles, concepts and techniques.
  • Knowledge of personnel policy and practices to handle human resources requirements in a government environment, to include recruitment, performance management and evaluation.
  • Knowledge of the techniques and principles of analytical research sufficient to adequately analyze a large amount of information and arrive at sound conclusions within given suspenses.
  • Knowledge of techniques to mentor, motivate and coach subordinate employees.
  • Knowledge of EEO program policy, goals, and implementation methods involving decentralized and diverse program operations.
  • Skill and ability analyze broad aspects of activity program requirements in terms of missions, policies, program objective, and total system output capabilities to ensure a balanced and executable program/budget.
  • Skill to negotiate effectively with management to accept and implement business practices, methods and recommendations where proposals may involve established procedures or may be conflict with the desire of the organization.
  • Skill in oral and written communications in order to write, interpret and develop policies and procedures; write and present status reports; special reports; and briefings on various subjects to senior leadership.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area.
  • Ability to interact with senior staff members of other federal agencies, institutions, and sectors as required producing top quality analysis, insight, and products.
  • Ability to apply high level, sound independent judgement in the solution of financial problems and the administration of management programs.
  • Ability to exercise a high degree of technical judgment and resourcefulness in evaluating metrics for measurement of effectiveness, efficiency, and productivity.
  • Ability to effectively lead teams in achieving set objectives.
  • Ability to integrate, coordinate and monitor a wide variety of projects, management processes, and initiatives.
  • Ability to coordinate, evaluate and integrate the work of others into a cohesive final product on a wide variety of program requirements and initiatives.
