Summary

The primary purpose of this position is to maintain compliance with all applicable pharmacy regulations and supervise pharmacists and technicians working in the Outpatient Pharmacy Services. Provides leadership, direction, organizations, planning, implementation and evaluating all pharmacy programs.

Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Measles and Rubella immunization required for selectees born after 1957. Seasonal influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

The selected individual is required to obtain and maintain any licensure requirements. If licensure are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S):
Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Medical Requirements:Applicants must be able to distinguish basic colors.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-13:
Applicants must have one year of professional pharmacy experience that is equivalent to at least the GS-12 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provides inpatient/outpatient pharmacy services. Carries out the pharmacy functions of drug selection, IV compounding and dispensing as prescribed, take steps to prevent drug reactions or interactions; ensure correct labeling, handling and storage of pharmaceutical products; prepares and maintains department budget; creates schedules and assigns work for subordinates, evaluates work performance, ensures staff maintain and is current with all Joint Commission standards and credentialing; Ensures compliance with regulatory agencies such as CMS, DEA, USP (795, 797 and 880) as well as applicable state and federal laws to include Indian Health Service requirements; teach pharmacy techniques/procedures to other pharmacists.

SUPERVISORY AND MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below:
  • Ability to motivate, train and work effectively with subordinates who have a variety of background and training.
  • Ability to accomplish the quality and quantity of work expected with set limits of cost and time.
  • Ability to plan own work and carry out assignments effectively.
  • Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work.
  • Ability to understand and further manage goals as these affect day-to-day work operations.
  • Ability to develop improvements in or design new work methods and procedures.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
