Summary

This is a Term Appointment not-to-exceed 13 months but may be extended up to 4 years. This assignment may be ended earlier or extended, based on management's needs. This appointment does NOT confer federal competitive status and does NOT have possibility of conversion to permanent status.
The incumbent serves as USDA's Supervisory Policy Analyst for comprehensive management
and oversight of Committee on Foreign Investment in the United States CFIUS reviews and mitigation monitoring activities.

  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • Selected applicants must undergo and successfully obtain and maintain a background investigation for a Top Secret SCI clearance. You must meet initial and periodic suitability determinations based on favorable background investigations and updates.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.

At the GS-14 level: Qualifying experience for GS-14 level includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing all of the following: 1) leading and managing the development of risk assessments, strategies, and approaches for assessing and minimizing risk to U.S. food and agriculture, biological sciences, or science/technology; and, 2) reviewing financial transactions for the Committee for Foreign Investment in the United States, performing risk-based analyses, assessing state owned or foreign owned enterprises for national security risks, or monitoring national security agreements for compliance.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.

This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

This position may be eligible to telework, but requires 50% of the time in-office presence, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

In the event of an emergency, USDA's Office of Homeland Security (OHS) employees may be subject to 24 hour on-call availability. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED 13 MONTHS. The temporary assignment may be ended earlier or extended for up to four (4) years based on management's needs. This position does not confer federal competitive status and does not have possibility of conversion to a permanent position.
