Summary
DCSA's Program Executive Office (PEO) is seeking a Supervisory Program Manager (PM) to serve as a PM for a DoD Acquisition Program. The PM manages a portfolio by providing guidance, and direction pertaining to IT systems development, acquisition, contract oversight, and vendor management. - If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450. Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management.
- Applicants that do not meet this requirement are eligible to be hired but must obtain Program Management Advanced certification IAW DoDI 5000.66
- AWF members must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66.
- This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position (CAP) Service Agreement Key Leadership Position (KLP)) and execute, as a condition of employment, a written tenure agreement.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-14) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
- Experience in program management and planning for the implementation, operation, and sustainment, of the information technology infrastructure
- Acquisition management to provide acquisition system direction in managing cost, schedule, and performance for the planning, procurement, development, implementation, deployment, operation, maintenance, and sustainment of the program(s) assigned
- IT systems acquisition processes, and technical skills IT systems engineering and operations; and management analysis for analyzing requirements, legislation or regulations, effectiveness, functions and activities, and proposed changes.
1. Program Planning, Review and Evaluation- Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.
2. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
3. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events.
4. Stakeholder Management - Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationship with individuals/groups connected to the work effort; including those who are actively involved, results, have a vested interest in the outcomes (positive or negative).
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL
In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause. Therefore, veterans preference will not be applied to applicants with current federal service, or former federal civilian service meeting the above criteria.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Program Management, Advanced level. Certification prior to hiring is not essential but must be accomplished within 48 months after entry into this position. - DAWIA (Back to Basics) Certification: CAP: Position is a DoD Acquisition Program Management & requires DoD Acquisition Program Management, Advanced certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.
