Summary

This position is assigned to the Non-Appropriated Fund (NAF) Community Programs (N922) Branch; Morale, Welfare, and Recreation (MWR); Commander, Navy Region Hawaii, at Joint Base Pearl Harbor Hickam, Honolulu, HI. The incumbent is responsible for managing the Theater operations for a diverse group of patrons. The Theater includes a single screen movie theater which operates Navy Motion Picture Services (NMPS) movies thru digital projection and a snack bar.

A qualified candidate must possess:

FACTOR 1. KNOWLEDGE REQUIRED
Bachelor's degree from an accredited college or university with course study in the field of general recreation or one of the appropriate fields of recreation (i.e. outdoor recreation, recreation and parks leadership, wild land recreation management, youth recreation, public, urban, or community recreation, etc.) OR four years of specialized experience that demonstrates the ability to apply the principles of one or more areas of recreation.

Knowledge of the principles, techniques, scope and methods of procedures used in organizing, planning, administering and conducting recreation activities, and their suitability for individuals, groups and interest.

Knowledge gained through relevant experience that enabled the employee to carry out continuing recreation programs through proper application of principles, concepts and techniques of recreation to the specific needs at hand.

Possession of managerial, administrative, and customer service skills at a level necessary to accomplish the mission of the program and to successfully direct and coordinate the efforts of others in an appropriate manner. Functions include budgeting, program planning, public relations, and strong communication skills.

Knowledge of recreational facility maintenance to ensure they meet program requirements.

Ability to evaluate the participation response to activities and programs and evaluate the extent to which programs are meeting their goals, objectives, interests and needs.

Familiarity with computers, hardware, software, electronic equipment and instruments.

FACTOR 2. SUPERVISORY CONTROLS
The incumbent is supervised by the Community Recreation Director, Recreation Director, MWR Director or equivalent. Incumbent is expected to carry out day-to-day operations independently. Incumbent's hours frequently do not coincide with those of the supervisor. Supervisor does not make specific assignments but defines broad objectives, sets certain priorities and is available to assist in unusual circumstances which do not have clear precedents or have problems that affect the less conventional activities.

Work is reviewed on the basis of the overall operation effectiveness and patron satisfaction, and evaluated for their contributions and impact on the military community.

FACTOR 3. GUIDELINES
Incumbent will utilize current directives, agency policies, instructions and other pertinent guidelines established by higher authorities that effect the operations of the local MWR Department. These instructions are well-established and require only limited interpretation and adaptation to ensure the timely implementation of recreation plans, the satisfactory progress of recreation activities, and the resolutions of problems not covered by guidelines.

FACTOR 4. COMPLEXITY
Work assignments are carried out independently. Decisions regarding what work needs to be done requires assessment of participant interest and needs, knowledge of recreation trends, and availability of necessary financial, physical and manpower resources.

Long and short term goals are reviewed frequently and revised when necessary to meet the ever-changing leisure needs and diverse interests of the military community.

The incumbent is responsible for the daily operations of the Theater, which involves multiple demands of serving customers, managing the facility and equipment needs, controlling resources, solving unforeseen problems, and using mature judgment in decision-making.

FACTOR 5. SCOPE AND EFFECT
The recreation program provides maximum opportunity for off-duty personnel to participate in a well-balanced program of planned and informal recreation activities. Programs are considered large and include enhanced activities; however, program planning areas which go beyond the basic approved program will be referred to the supervisor who will determine program procedures and approve activity plans. Work results contribute to the adequacy and effectiveness of the overall recreation program.

FACTOR 6. PERSONAL CONTACTS
Contacts are with program participants, volunteers, recreation staff, members of the community and commercial vendors carrying recreation equipment. Contacts with vendors are in a moderately structured setting and tend to be routine and recurring. Contact with program participants, staff and volunteers require a broad understanding of the relationship of recreation program activities, services and resources to the interests and needs of participants.

FACTOR 7. PURPOSE OF CONTACTS
Purpose of contacts is to plan, administer, and implement program and activities, exchange information and ideas, motivate or influence individuals and/or to obtain support for providing services required for the goal of providing quality of life programming for the patron community.

FACTOR 8. PHYSICAL DEMANDS
The work is primarily sedentary; however, some walking, bending, climbing, and carrying of objects weighing up to 20 pounds may be involved.

FACTOR 9. WORK ENVIRONMENT
Most of the work is performed indoors where heating, cooling, lighting, and ventilation is adequate.

The work schedule is highly flexible, involving assignments at night and on weekends. Required to work an irregular tour of duty which may include some evenings, Saturdays, Sundays and Federal holidays.

SPECIAL REQUIREMENT:

Must be able to work varied work schedules to include holidays, weekends, evenings, and split shifts.

Subject to recall regularly.

Occasional travel of less than 10% may be required.

Must have or be able to obtain and maintain a current driver's license within 90 days of being placed in the position.

Must have or be able to obtain and maintain a Secret Security Clearance.

This position is not telework eligible.

Salary is dependent on experience and/or education.
