Summary
This position is located in the Office of System Safety, in FTA’s Office of Transit Safety and Oversight. This position serves as the Division Chief for the Safety Assurance and Risk Management Division and is responsible for the supervision, management, and execution of all activities of the Division.

CONDITIONS OF EMPLOYMENT:
- SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
- GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
- REMOTE WORK: This position is eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
- PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
- SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
- Experience organizing and directing teams.
- Experience leading research or analyses of safety and/or security information.
- Experience communicating the results of data analyses, performance assessments, or research to audiences.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
- Human Capital Management - Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
- Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
- Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
- Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
