Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT.

This National Guard position is for a SUPV HR SPEC (MIL), Position Description Number PDT5096000 and is part of the Mississippi National Guard.

Conditions of Employment

This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. You can be terminated at any time with a 30-day notice. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

6. Wear of the military uniform is prohibited while in technician status.

7.Participation in direct deposit is mandatory.

8. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

Qualifications

GENERAL EXPERIENCE:
The following seven basic qualification competency factors are applicable to the Series GS-0201 career levels:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings;
  • Ability to assess body language and perceive emotional and/or distress levels; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experienced in performing personnel program requirements that involve advising supervisors and managers. Skilled in applying program policies, directives, publications, and training manuals. Experience performing military human resources work in any of the program areas, for which assigned, for officer, warrant officer, and enlisted members and includes but is not limited to: processing and reporting on status of LOD investigations, formal and informal; processing INCAP pay; processing and providing quality control of MRP2 and ADME packets; providing oversight and tracking of personnel assigned to WTU; providing oversight to Tricare and Military Medical Support Office (MMSO) and coordinating for treatment and follow-on authorization of care; coordinating fit for duty evaluations; processing Soldiers for entrance into the MEB and PEB; tracking medically non-deployable Soldier status within the State; working in coordination with the Medical Detachment in the training of Medical Readiness NCOs; providing oversight of the medical travel and orders program; working in conjunction with the PDHRA program; directing, organizing, and planning staff assistance visits and Command Inspection Program activities

Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
