Job Description
Essential Functions
• Participates in overall systems planning, bringing current knowledge and future vision of technology as related to advancing the organization's competitive position.
• Establishes Information Technology departmental goals, objectives, and operating procedures consistent with Old Point's Strategic Plan and Core Values.
• Serves as the chairperson of the IT Steering Committee and meets with other management and staff to translate, communicate and educate. Translates IT language to communicate IT plans/benefits and explains the potential outcomes.
• Establishes and maintains a culture within the Information Technology Department of service and support to internal and external customers.
• Leads, directs and manages the Information Technology Division with a clear vision of technology's uses and benefits for the agency's maximum presentation of data.
• Researches alternative methods, designs, and programming concepts in an effort to keep the agency at the forefront of technological advancement.
• Ensures the delivery of quality technology and support through effective needs assessment, and system design, and selection and implementation processes. Interacts with internal and external customers to define needs, evaluate operations, and enact improvements and enhancements.
• Develops, maintains, and evaluates procedures, standards and infrastructure required to provide flexible and cost-effective information technology services in state and county government and nonprofit services.
• Reviews and approves systems, applications, security specifications and upgrades to software.
• Initiates and maintains partnerships information technology field, including new emerging technologies, by participating in organizations, committees, task forces, and special assignments.
• Reviews and recommends contracts and services for information technology and related services and equipment. Prepares recommendations and/or contracts, as appropriate, and submits them to Executive team for consideration.
• Oversees security and privacy of the information systems, cloud-based backup systems, communication lines, and equipment.
• Responsible for staff development, motivation, and performance management.
• Utilizes appropriate methods for interacting sensitively, effectively, and professionally with persons from diverse cultural, socioeconomic, educational, racial, ethnic and professional backgrounds, and persons of all ages and lifestyle preferences.
• Develops, tracks and controls the Information & Technology annual operating and capital budgets.
• Accountable for the understanding of and adherence to operational controls, policies, procedures and processes to ensure compliance with bank policies and related laws and regulations.
• Performs other related duties as assigned.
Position Requirements (Knowledge/Skills/Abilities
• Advanced knowledge of bank computer applications, operating systems, hardware, telecommunications mainframe, micro, and complex LAN/WAN network infrastructure, and SQL and other common database solutions.
• Advanced knowledge of systems security controls, permissions and interoperability standards to ensure security and integrity of data and consistency in computer software applications.
• Advanced knowledge of system design, selection, and implementation.
• Skilled in utilizing methods for gathering and presenting general, statistical and technical data, and recognizing the intended audience.
• Skill in developing/managing analysis and evaluation of projects, programs, policies, procedures, and developing department metrics and operational needs.
• Skill in applying best principles and practices of administration, effective supervision and training/development.
• Skill in achieving results through effective management of resources, systems and processes.
• Ability to anticipate, monitor, and meet the needs of customers (internal and external) and respond in an appropriate manner.
• Strong written and oral communication skills and ability to distill and convey information in a compelling manner.
• Ability to apply Customer Centricity innovation in projects and technology.
• Ability to create and manage an integrated information technology infrastructure and related master plans.

Education/Experience:
• Bachelor's Degree in computer science, business information management, computer engineering or a related field.
• Master's degree in computer science, business information management, computer engineering or a related field (preferred).
• A minimum of seven (7) years of progressive Information Technology experience (in a Financial Institution and Fiserv platform preferred)
• Minimum of six (6) years in a supervisory/management capacity.
