Job Description

The System Monitoring Lead/Project Manager will work directly with the Government DHMS JOMIS System Monitoring Branch Lead to develop the vision and roadmap to for System Monitoring capabilities to support modern systems and applications for Operational Medicine. This is a new initiative to build and implement system monitoring capabilities from the ground up. 

The PEO Defense Healthcare Management System (DHMS) is transforming the delivery of health care and advance data sharing through a modernized electronic health record for service members, veterans and their families. The Workforce 3.0 program within DHMS is a managed solution that leverages innovative new processes, methods, and best-in-class methodologies from the private sector to enable the entire PEO DHMS workforce to deliver world-class technology. The DHMS systems provide important health IT capabilities to 9.6 million active military, their families, and their beneficiaries. Responsibilities:

  • Establish an enterprise-level System Monitoring strategy and roadmap for the suite of JOMIS modernized applications.
  • Collaborate with product teams, developers, and leadership teams to establish key performance indicators and monitoring thresholds.
  • Work with 3rd party vendors and developers to define a common, integrated approach to system monitoring.
  • Maintain a schedule for standing up the monitoring tools, implementing processes, and prioritizing application onboarding.
  • Research, recommend, and integrate system monitoring and observability methodologies and tools that will enable comprehensive visibility into system health and performance.
  • Define requirements for systems monitoring and submit change requests.
  • Work closely with the JOMIS Service Desk to ensure that there is a unified approach between system monitoring and incident management and that alerting policies and escalation procedures are efficient.
  • Gather requirements and develop user stories for comprehensive operations dashboards and data visualizations.
  • Identify the staffing and resource needs of the System Monitoring Team; provide leadership and oversight of the system monitoring team.
  • Communicate project status to internal management and to the government customer.
  • Identify and mitigate project risks.
  • Attend and lead meetings.

Requirements:

  • Bachelor’s Degree in a relevant major from an accredited college or university with 10+ years of continuous and progressive experience
  • Familiarity with traditional Monitoring tools and methods, such as: Infrastructure and application monitoring for performance and availability, Agent based and agentless monitoring, SolarWinds, AppDynamics, Oracle OEM, Splunk, Manager of Managers (MOM)
  • Familiarity with modern observability principles(metrics, logs, traces) and tools, such as Prometheus, Grafana, Loki, Jaeger, Promtail, PromQL, ELK Stack, etc.
  • Experience working with 3rd party vendors to establish common integrated Service Monitoring approach
  • Understanding of networking and networking services – ex. WAN, LAN, MPLS, TCP/IP, routing, DNS
  • Understanding of microservices architectures and containerization – ex. ECS, EKS, Lambda, API proxy, etc
  • Understanding of Operating Systems – ex. Windows and Linux
  • Understanding of Citrix – ex. server, application and VDI
  • Understanding of Hyperconverged infrastructure (VMware, Cisco UCS)
  • Understanding of Databases – ex.  Oracle, MS SQL, MySQL, PostgreSQL, etc.
  • Understanding of AWS cloud – ex. EC2, EMR, ELB, CloudWatch, CloudWatch Logs, etc.
  • Understanding of Active Directory – ex. Group Policies, AD structure, Domain Controller roles   
  • Understanding of O365 – ex. Exchange, SharePoint, Teams

Desired Skills

  • ITIL v4 Foundation certification 
  • Experience with Air Force CloudOne
  • Experience working in an Agile, DevOps environment
  • Experience in the health IT industry and with medical devices  
  • Experience at the Defense Health Agency
  • Secret or Top Secret Clearance

In compliance with pay transparency guidelines, the annual base salary range for this position is $140,000 - $185,000. Please note that the salary information is a general guideline only. T-Rex considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/training, key skills, internal peer equity, as well as market and business considerations when extending an offer.
