Job Description:
Parsons is looking for an amazingly talented Systems Engineer to join our team! In this role you will get to support the governments mission to facilitate free trade and travel while improving border security by detecting and deterring the movement of illicit radiological and nuclear materials. What You'll Be Doing:
You will be supporting the U.S. Department of Homeland Security (DHS) Countering Weapons of Mass Destruction (CWMD) Radiation Portal Monitor (RPM) Program (RPMP) deployment, construction, and design. As a Systems Engineering / Integration Lead you will coordinate with Project and Technical Management staff in leading multi-discipline engineering teams for RPM site system design and engineering phase and continuing through the engineering support during the deployment phase (field installation, construction, and commissioning). You will ensure that design solutions and subsequent field deployment meet project requirements using systems engineering (SE) requirements management processes. You will ensure the system design solution is properly integrated across various engineering disciplines via interface requirements and the design review process. The system design phase begins by teams conducting site surveys to establish the initial site configuration baselines to support subsequent updates to include the design solution that is documented using drawings, specifications, and calculations. You will ensure that site configuration baselines are properly updated during the design and engineering process and deployment phase.
As the Systems Engineering / Integration Lead you will be part of, and may lead, a survey team that visits U.S. Land, Air and Sea ports of entry (POEs) to determine site conditions to support the RPM design and subsequent deployment. Information to be collected includes:
- Traffic volumes
- Permitting agencies
- Special traffic control requirements
- Power supply locations
- Quality of power
- Background Radiation Survey results
- Location of alarm stations
- Existing conduit for power and comms that have space for additional cable
- Wireless equipment and availability
- Overhead canopy use to run conduit
- Confirmation of permitting authority for all areas of installation (ID ownership or operator property boundaries)
- Construction work schedules (special schedules)
- Security requirements
- Stakeholder design approval authority
Of particular interest are the existing checkpoints and lanes, condition of existing equipment, any current stakeholder issues or concerns, and Owner/Operator future plans. The survey team will collect template-specified site data including photo and video records through data collection applications, which are immediately available to remote personnel, and then conduct a video-conference with engineering team members to determine if any additional data from inspections, meetings, and consultations are needed.
Travel to RPM sites (POEs) to conduct surveys and to support deployment is a design team shared responsibility but may require Lead travel up to two sites per month (50%) both within and outside the United States.
What Required Skills You'll Bring:
- Bachelor's Degree in an Engineering discipline or an equivalent technical/scientific discipline degree related to area of specialty
- 8+ years of related professional experience
- Knowledge of systems engineering (SE) principles (International Council on Systems Engineering or INCOSE) and their application across a project's lifecycle
- Experience with CAD and other similar design software

Salary Range:
$92,200.00 - $161,400.00
