Your Opportunity
Stantec is seeking a Project Manager to serve as a Program Task Leader for the Cincinnati Metropolitan Sewer District (MSD) Capital Program Management and Controls contract. This program is an integrated Program Management Team (PMT) with Cincinnati MSD staff working out of the MSD Office. The position is to be based out of Cincinnati, OH. The Program contract was initiated in 2019 as a 10-year contract with an objective of supporting MSD in the delivery of their annual CIP and ultimately Phase 2A of their Wet Weather Improvement Program. This contract Scope of Services has been structured to provide for the full spectrum of services anticipated over the life of the Program. It is recognized that the funding for these services will be accomplished on an annual basis through the development of an annual workplan, subject to MSD approval, which will identify the scope and budget needs for the subsequent year. This will be used in establishing the necessary level of funding in the CIP. Therefore, in any given year of performance, the services provided will be tailored to the needs of MSD and may not cover the full spectrum of services noted herein.
Services include overall Program Management and Administration, Program Controls, CIP Planning and Asset Management, Project Delivery and Program Support. This role is for the task leadership of the Program Support task which encompasses the following primary subtasks:
- Manage and maintain the Project Delivery System (PDS) models including the Stage Gate Meetings and the Stage Check Workflow Process in e-Builder
- Develop Program and Project Level Delivery Guidelines as part of the electronic PDS
- Assist with Development of MSD Standards in coordination with MSD Standards Committee
- Procurement and Contract Review Support for all MSD professional service RFQs, contracts and amendments to ensure compliance with standards and City procurement policies
- Implement the Project Review Framework for the standardization of technical reviews of all planning and design documents.
The PMT requires fully qualified project delivery professionals in order to support the management of program activities in a fast-paced professional, design and delivery environment. Projects include improvements to storm water, wastewater treatment facilities and related collection systems. These diverse projects are in various stages of development ranging from planning to design/bidding to construction management and to closeout.
As the Task Leader, you will be expected to apply critical thinking, leverage the expertise of others, synthesize information, and formulate solutions to a varied array of challenges. You will interface with program leadership, project teams, and representatives of MSD to initiate, evolve and execute the activities approved with each annual workplan.
Your Key Responsibilities
- Ensure task goals and objectives are met and coordinate delivery with internal and external stakeholders.
- Coordinate the development, refinement and utilization of the various project delivery system (PDS) models.
- Coordinate with program and project teams to implement program and project level systems, guidance, and procedures.
- Develop necessary standards on behalf of MSD to support all aspects of project planning and delivery
- Provide pro-active management of the overall procurement and contract review process, including supervision of the Procurement Liaison staff.
- Develop new tools and training in support of creating a new contract negotiations leader in MSD.
- Manage the development of the Project Review Framework initiative.
- Prepare reports, presentations, and briefings for various audiences including: local governments, boards, executives, and project teams.
- Confer with the client's executive leadership team to determine strategies, priorities, and desired outcomes.
- Monitor and control delivery performance of assignments and verify assignments are executed in alignment with program objectives.
- Participate in the preparation, negotiation, and administration of contracts and amendments to achieve quality and value for the program.
- Provide monthly project status reporting for MSD leadership.
- Work as part of an integrated consultant-client team.
- Any other duties as assigned.
Your Capabilities and Credentials
- Experience working in a consulting engineering environment, Project/Program Management environment, and Contracting environment.
- Project Management and Construction Management experience with municipal wastewater utilities and capital infrastructure projects.
- Previous experience in project management and construction management, project controls and project reporting.
- Highly skilled with MS Office Suite (e.g. Teams, Outlook, Word, Excel, SharePoint and PowerPoint).
- Proven ability to function in a self-directed manner while handling multiple and shifting priorities, as an individual contributor and team member
- Ability to logically analyze and manage project scope, budget and schedule activities.
- Experience is required in the management of project and/or program budget and cost control functions including budgeting, change management, cost estimating and forecasting.
- Strong conceptual, analytical, and problem-solving skills
- Exemplary interpersonal, written and oral communication skills, including capability to reduce complexity and volume to clarity
Education and Experience
- BS or BS/MS in engineering or other related field.
- Minimum of 10 years of operations or project management and experience with public and municipal utilities related work.
- Previous experience with programs based inside client organization preferred.
