Technical Advisor (Capacity Support and Field Implementation)

MSH is inviting applications for a probable position of Technical Advisor Capacity Support and Field Implementation) for a project based in Dhaka. The purpose of the project is to help in supporting the capacity of governmental and non-governmental agencies for domestically funded TB/Health service-related contracts administration.

Under the supervision of the TL, she/he will support the development and execution of TB contracting related activities. This includes cocreating capacity related resources including handbook, guideline, standards, job aid related to physical service contract management, training, onsite support etc. The TA will work closely with NTP, DGHS, HEU and BPPA. S/he will also contribute to identification of services for contracting, development of SOW, tender documents and procurement planning for the respective agencies.

1. Technical: 50%

Provide technical assistance for the development and execution of TB contracting activities.

Lead procurement capacity support related activities including development of guidelines, scope of works for physical service contracting, handbooks for managers, job aid, training etc. 

Draft reports, briefs and deliverables through coordination with relevant staff within the stipulated timeline.

2. Coordination and Communication: 20%

Ensure effective communication and coordination is established and maintained with relevant GOB agencies, private sector stakeholders, MSH headquarters staff and health sector departments.

3. Managerial/Administrative: Assist TL on capacity support related activities.

30%

Track the deadline of activities, milestones and deliverables and take the initiatives.

Support to organize meetings, workshops, events etc.

QUALIFICATIONS

Essential: Master’s equivalent in public health, economics on in any branch of social sciences.

• At least four-year experience in public health preferably in TB program.
• Experience in training implementation, developing guidelines, handbook, job aid etc.
• Advance level of verbal and written language skills in English required.

• Familiarity with the structure, systems, and policies of National Tuberculosis program and of health sector.
• Expertise in working on websites and MS Office, particularly in Excel. Proficient in Outlook, and Google platform. 
• Excellent communication and problem-solving skills. 

• Able to work independently by managing priorities, ensuring the quality of work.
• Takes initiative and can start/complete tasks with basic direction. 
• Demonstrated competence in assessing priorities, managing various activities in a time-sensitive environment, and meeting deadlines with attention to detail and quality of deliverables. 
• Demonstrated ability to work as an effective team member in a complex and fast-paced environment. 
• Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
