Technical Advisor Level 2
Job Description
As a member of the COLOSSUS team, Technical Advisor will be aligned to a specific customer organization (COMM/SIO/IPA) and serve as a trusted agent to the aligned organization, providing Corporate Support and Governance Support. In this role, the team member will respond to requests for reports, briefings, talking points, as well as technical status on actions at their aligned organization level. The Technical Advisor facilitates collaboration across contracts necessary to ensure the equities of other contracts are considered in the development of COLOSSUS products, as well as supporting other desired organizational outcomes. The Technical Advisor also advocates for the Enterprise Planning and Management needs and challenges of their aligned organization in the broader enterprise activities. The incumbent will:
- provide technical insights in response to changing customer needs across a broad range of business, mission, and technical issues, taskings, and advisories.
- solicit and consolidate inputs from multiple sources (Government, FFRDC, SETA, developer, etc.) and produce high-quality action item responses, reports, briefings and/or plans in accordance with the customer and division formats and guidelines for internal and external consumption upon government approval.
- gather information and draft/coordinate background and talking papers on selected topics of interest to customer and division leadership.
- produce high-quality presentation materials, to include executive-level communications and correspondence with a high degree of comprehensiveness, accuracy, and timeliness of written information.
- track and status action items, support program-based action item resolution, and provide updates on open actions to division leadership.
- act as a contractor point of contact for office initiatives, liaising across offices/groups/stakeholders and enabling critical communications and collaboration.
- facilitate governance processes for the aligned office and provide governance board support regarding office initiatives.
- plan and coordinate an organization's strategic and long-range goals, management concepts, and business practices.
- evaluate the customer organizationโs corporate vision, management concepts, practices, and procedures to ensure the aligned office/group adheres to said guidance through its activities and projects.
- tailor best practices for client use with the aim of optimizing operational efficiency.
- apply principles and techniques of governance, business management, configuration control and other methodologies as appropriate.
Required qualifications:
- Active TS/SCI clearance with CI Poly
- MS with 5+ years or BS with 8+ years of demonstrated performance related to tasks above
- Knowledge and understanding of information technology (IT), business applications, and IT services
- Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility
- Ability to relate professionally with senior Government customers and colleagues
- Strong written and verbal communication skills
- Experience supporting agency IT initiatives with responsibilities in strategic planning, architecting, policy, governance, or portfolio management
- Self-driven with the ability to work independently and with multi-organizational teams (Government, FFRDC, SETA, Developers)
Desired qualifications:
- NRO or IC experience
- Experience overseeing contractor-developed and delivered technical services
- Experience in developing, implementing, and assessing corporate initiatives and frameworks using tools such as maturity models, business process models, project management frameworks, etc.
- Degree in Science, Technology, Engineering, or Mathematics
- Certifications related to functional responsibilities such as but not limited to Certified Enterprise Architect (CEA) or Information Technology Infrastructure Library (ITIL)
