The Technical Analyst 2 (TA2) supports the Directorate's Plans Branch for Department of Defense Information Networks (DODIN) operational planning support and support to the Navy's Perform-to-Plan (P2P) process. The P2P effort is a Readiness Planning and Performance Analysis process to improve Navy readiness by clearly articulating performance gaps across the enterprise, identifying barriers to execution, and developing potential solutions to achieve an integrated, enterprise approach to Readiness recovery as outlined in the National Defense Strategy. Must have experience with DODIN-related projects which require: 

• Familiarization with afloat and shore-based Navy networks and Information Technology systems. 
• Engagement and coordination with stakeholders and contributing SMEs to track tasking, develop schedules, and facilitate meetings. 
• Experience with data analytics and data analytic platforms. 
• Application of joint operational planning processes to Navy network operational design, strategy, and policy. 
• Ability to create and deliver presentations to senior leaders; produce professional staff correspondence; and executive-level summary papers. 
• Experience to implement process improvement frameworks for supporting root cause analysis (e.g., Lean Six Sigma, Business Process Reengineering). 

Required Skills

Qualifications: 

• Bachelor's degree in business finance, accounting, economics, engineering, information technology, or organizational change. (Four years' additional experience substitutes for a Bachelor's degree.)
• Minimum of 7 years of experience with commercial and/or government organizations in the areas of network operations, data analytics, process improvement, strategic planning, driver-based performance management practices, and program design. (Master's Degree in business, finance, accounting, economics, engineering, information technology, or organizational change equates to 3 years of experience.)
