Technical Delivery Manager

Effectual Technical Delivery Managers (TDMs) are members of the Public Sector Program Management team responsible for ensuring that customer-facing contracts are delivered on-time and on-budget with exceptional customer satisfaction, while ensuring a positive experience for the delivery team. They’ll be hands-on and lead architecting state of the art, automated, fault-tolerant, and scalable AWS environments/proof-of-concepts (POCs) adhering to AWS best practices in standard and GovCloud regions. Be a trusted advisor by providing objective and relent ideas, insights, and guidance. Experienced with cloud security, compliance, and accreditation. Experienced with cloud cost estimation, management, and optimization. Effectual TDMs are “Brand Ambassadors” and are expected to be advocates for achieving our customer’s defined business outcomes through the delivery of our services, leading our Public Sector Program Management application and cloud engineering teams. TDM’s will also be expected to support a small portfolio of projects simultaneously without sacrificing delivery quality.

TDMs are master coordinators and communicators who act with empathy, balancing competing priorities to achieve defined business outcomes on behalf of our customers. TDMs are problem solvers who see blockers and challenges as opportunities to find a new path to success; the words “good enough” and “impossible” aren’t in their vocabulary. TDMs are hands-on and have a solid understanding of Cloud technologies, a strong desire to continue to learn about emerging technologies, and a passion for supporting the high-quality delivery of technical projects.

• Build and deliver AWS cloud enterprise architectures and proof of concepts (POCs) in different areas of expertise (Cloud Database Architecture, Cloud Networking, and Cloud Center of Excellence Instantiation and Management)
• Work with Security teams to ensure solutions comply with FISMA/FedRAMP controls and Federal security policies while advising and achieving ATO accreditation
• Establishing and maintaining excellent working relationships with customers achieved through but not limited to – status meetings, status reports, communicating and negotiating timelines
• Establishing and maintaining rigorous project governance and execution achieved through but not limited to – managing resources, resource conflicts, review progress, ensure timeliness and accuracy of tasks, monitoring contract financials
• Supporting internal and external stakeholders including but not limited to – executives, project resources, accounting team, proposals, and human resources.
• Facilitating and participating in cross domain collaboration to learn and impart lessons learned and related technical knowledge
• Supporting Account Executives by listening for and communicating potential opportunities for follow-on work and / or other opportunities
• Establishing and maintaining excellent working relationships with third-party vendors / partners achieved through:
  • Providing ongoing visibility into project delivery
  • Maintaining open lines of communication responding to questions in a timely fashion
  • Communicating customer needs and expectations

• Minimum Education:Bachelor’s degree in related discipline AND
• Minimum Experience: 4 years in specialized cloud technologies OR
• Substitution/Alternative to Minimum Education and Experience: Must have at least 12 years of on-the-job experience
• Be able to work remotely but, be able to go on-site as requested and/or occasionally with potentially some form of post-pandemic cadence, on-site in Washington DC
• Must be a US Citizen
• Must have Project Management Certification(s) (e.g.: PMP)
• Must have at least an AWS Associate Certification(s) (e.g.: Solutions Architect - Associate)
• 4+ years of project management and hands-on technical experience in an external customer-facing application development and cloud engineering (e.g.: AWS infrastructure development and deployment) environment including experience supporting work being delivered in a cloud environment (e.g.: AWS, Azure)
• Possess and maintain a deep understanding of IaaS and PaaS services offered on cloud platforms and understand how to use them to design solutions for complex business problems
• Experience with Agile development methodologies and Scrum
• Demonstrable experience with Project Management Toolchain
• Ability to work with multiple customers, in parallel
• Able to properly understand, interpret and communicate level of effort, define due dates, and meet deadlines
• Exceptional communication and time management
• Hardworking and self-motivated, with the ability to work in team and individual settings
• Detail-oriented and able to stand behind the quality of the work
• Able to learn quickly on the job in a changing environment
• Can generate proficient documentation using the Microsoft Office suite

• Active Clearance or Public Trust (DOJ Preferred)
• AWS Professional and/or Specialty Certifications (e.g.: Solutions Architect – Professional, Data Analytics Specialty)
• ITIL Foundation and/or Scrum Master Certifications
• Knowledge of cutting-edge and bleeding-edge cloud technologies (e.g.: RPA, AI/ML)
• Experience in 3rd Party Tool Integration
• Comprehensive understanding of object-oriented and service- oriented application development techniques, best practices, design patterns and anti-patterns.

• Full-time, Exempt
• $130,000 - $175,000 annual salary, commensurate with skill level and experience
