Job Description

Core4ce is looking to hire a Technical Director of Data Solutions for the Defense Solutions Business Unit. The director will serve as the senior technical advisor for data solutions for the Defense Solutions BU and deliver integrated planning functions and operations. The technical director also serves as the senior technical representative for special projects and external engagements, to include functional support for the Core4ce Centers of Excellence. The intensity of management, rate of activity, and broad spectrum of Core4ce program operations within the Defense Solutions BU can be expected to generate numerous complex administrative, management and operational challenges which will require both leadership skill and technical aptitude to resolve. The successful candidate must be able to make quick decisions which require consideration of a wide range of technical factors, all of which may have a direct impact on mission effectiveness for our customers.

Responsibilities
  • The Technical Director of Data Solutions is responsible for developing, testing, and implementing data solutions on behalf of assigned customers and the Business Unit.
  • Accountable for the delivery of best-in-class services to Core4ce Defense Solutions BU customers: together with the team, defines the services, establishes the model for service delivery and oversees the BU technical operations
  • Responsible for defining and providing core technical solutions for the BU in line with architecture, operating environment, technology, business and overarching IT and service delivery strategy
  • Confers with the BU President, competency data scientist, and other key staff regarding problem areas and projected major changes required in the assigned mission areas to ensure operational effectiveness and deliverable quality for BU work products and services.
  • Works with BU leadership to identify and monitor actual or potential problem areas which require command decision, and recommend specific courses of action that will resolve the problem or correct deficient performance.
  • Continuously monitors and evaluates assigned programs and operations to ensure plans are followed and objectives, goals, and strategic direction are met.
  • Assists in developing long-range objectives in terms of assigned and projected missions, controls, and management requirements.
  • Participates in executive sessions with BU leadership to discuss and present a wide range of subjects ranging from exchange of technical information, ideas, and efforts to promote efficiencies at all levels and to integrate/synchronize BU operations.
  • Plans work to be accomplished by technical project staff, sets priorities, and prepares schedules for completion of work. Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of Core4ce technical employees.
  • Provides technical advice and strategy, and counsels technical employees on both work and administrative matters. Interviews technical candidates for open positions, and recommends appointment, promotion, or reassignment to such positions to Core4ce HR personnel.
  • Identifies developmental and training needs of the BU technical workforce; works in concert with the C4 Centers of Excellence to provide or arrange for needed development and training.
  • Finds ways to improve production or increase the quality of the work directed and develops performance standards for the BU.
  • Execute software life-cycle processes including requirements analysis and development, architecture definition, software design, development oversight, and automated testing
  • Develop data management frameworks, conduct testing and analysis of results to solve element and system level issues
  • Communicate engineering requirements to developers; collaborate on solutions to overcome implementation constraints
  • Serve as an effective liaison between technical leadership and engineers and conduct quality assurance of deliverables and work products
  • Create and maintain systems engineering artifacts which accurately describe and depict model system behavior
  • Lead the architecture and technical implementation of assigned data systems and solutions developed in support of customers and the BU.
  • Lead the technical evaluation of assigned platforms and technologies, tools, architecture and design, performance analysis, and vendor selection.

Requirements

  • Minimum 10 years of relevant experience in Service Operations/ Information Technology/ Application Development, to include DevSecOps and Cloud Systems Engineering
  • Experience deploying systems within the DoD
  • End-to end experience in the delivery of Information Technology products and services, to include Information Security; operationally covering threats and tools
  • Experience in managing virtualized teams and/or projects
  • Experience with Managed Service Providers (MSP), from service definition to ensuring of service quality
  • Experience with relevant Application Development Frameworks (DevSecOps, Agile) and Security Standards (NIST)
  • Efficient communication with senior DoD leadership as well as with Core4ce corporate executives
  • Must have a Secret Clearance
