Federal Reserve Financial Services (FRFS) delivers a suite of payments services to financial institutions via FedLine® Solutions, Fedwire®, National Settlement Service (NSS), FedCash®, FedACH®, and Check Services. Responsible for managing technical staff within the FedLine Operations team in the Federal Reserve Financial Services (FRFS). FedLine solutions are designed to be secure and resilient to support approximately $4 trillion/ day in payments transactions. FedLine provides critical payment and informational services to thousands of financial institutions. Serves as a technical manager responsible for the team which will implement and support FedLine solutions (both channels and applications). The FedLine solutions runs both on premise data centers and AWS cloud. The solutions will evolve to run in colo, cloud or SaaS. Understands each technical component of FedLine and how it impacts the business. In this role acts as an intermediary between the FedLine business areas and the IT providers that implement the technical solutions. Trains, supervises, establishes goals and provides guidance to staff. May make hiring recommendations and evaluate and/or provide feedback regarding staff performance. The level of work required is considered advanced and staff must be able to work under minimal supervision. This job does have direct reports.
Principal Duties and Responsibilities
  • Participate in Bank wide and System wide initiatives as a representative of the Federal Reserve Financial Services (FRFS) and 7th District
  • Manages technical resources in the design of the FedLine solutions that will support national financial services and other Federal Reserve solutions. The technical staff are a combination of system channel engineers and cloud engineers.
  • Manages resources that identify gaps between the current and future desired state, and assist in the identification and development of solutions to close the gaps
  • Manages subject matter expert in FedLine components
  • Manages customer validation test of changes to the FedLine solutions
  • Manages the documentation and communications of issues, solutions, and timelines to various stakeholders
  • Manages customer side monitoring tools and leads technical operation outage events
  • Manages customer calls for complex customer problems when escalated from customer support
  • Manages the FedLine solutions and provides recommendations on improvements to resiliency and ways to reduce costs
  • Researches and prepares time and cost estimates
  • Prepares activity and progress reports
  • Performs complex analyses and projections of financial, operational and statistical data
  • Prepares written memos and reports on special projects; and provides editorial consultation
  • Reviews Federal Reserve policy issues and the implications on the FedLine solutions
  • Fills administrative responsibilities as follows: capital and expense budgets, audit interface, staff incentive development/monitoring, staff recognition/awards, staff education coordination
  • Analyzes overall situational status, determines potential impact of problems, recommends appropriate actions, and provides updates to users and customers.

Your Background
  • Bachelor's degree or equivalent experience as noted below, graduate degree preferred
  • 7 to 10 plus years of direct technical work related experience with 2 or more years of leadership experience. Coursework and demonstrated expertise in areas of Computer Science, Engineering, Business Process Re-Engineering, Management Information Systems, Networks, Telecommunications, Human-Computer Interaction (HCI) Knowledge and Skills
  • Independent thinking, objective analysis, and decision-making abilities
  • Possesses and applies both specific and broad knowledge of principles, practices, and procedures within technical and business fields of specialization to the completion of assignments
  • Excellent analytical capabilities with background in conducting industry, market and competitor analysis
  • Subject matter expert in several of the following technical areas: PKI, LDAP, routers, firewalls, networking, Middleware solutions such as IBM Connect:Direct, IBM MQ, Axway SecureTransport Server), proxy solutions (Sterling Secure Proxy and Tivoli Access Manager) ,client side technologies (Axway SecureClient), various operating systems (Windows, Unix ,Linux), AWS cloud technologies and SaaS solutions (Salesforce)
  • Advanced knowledge of IT testing methodologies, infrastructure testing, integration testing and industry-standard trends. Strong understanding of project management methodologies
  • Ability to work with others in order to achieve a common goal, resolve conflicts and manage cross-functional and external relationships; ability to negotiate and influence without direct authority • Displayed leadership skills as exemplified by contributing to a positive work environment, helping to instill a 'sense of urgency' and to motivate others
  • Advanced ability to solve problems by considering available information, prioritizing and making timely decisions; correlate data using standard business and technology tools and approaches, spot trends and apply sound security and risk management principles
  • Experience in generating and presenting written and oral communications with all levels of stakeholders from various cross-functional and support staff to senior level executives. Ability to effectively communicate technical concepts in lay or business terms to non-technical or executive audiences
