About the job
The Technical Program Manager will project manage multiple projects from ideation through completion to include planning, implementation, delivery and support across the Information Technology (IT) portfolio. This role will be a part of the The DS&S Strategic Operations Project Management Office (PMO) which is responsible for creating and maintaining operational and process rigor via a scalable and well-structured project management approach, process improvement, and governance processes. The Technical Program Manager will be responsible for supporting and enabling our cross-functional value stream teams with Product Managers, Product Owners and Shared Services to execute and launch SAFe PI Planning initiatives with increased value, velocity and flow.Â
Responsibilities
In this role, you’ll:
- Project manage strategic and simultaneous initiatives, working alongside members of the IT team and other cross-functional Twilio teams (People Operations, Controllership, R&D, Procurement) from project inception and prioritization to completion.Â
- Ensure stakeholder satisfaction through multiple communication channels based on influence and interest and through monitoring and awareness of project progression and performance.Â
- Manage risk and issues during execution of prioritized initiatives and lead the team to remove impediments in a timely manner.Â
- Leverage the Project Management, Agile, or SAFe mindset and principles throughout the project lifecycle to drive and serve the team towards achieving best practices.
- Drive decision-making by communicating goals and objectives; run inclusive, productive, and impartial meetings to ensure implementation or closure of actions.Â

Required:
- Project Management or Agile Certification (PMP, SAFe, CSM).
- Bachelor’s degree or equivalent experience required.
- 4+ years of project management experience across the IT project lifecycle (planning, design, development, test, and implementation) for software, application, hardware, implementation services, or network projects using Agile and/or waterfall methodologies.
- Demonstrated experience and success working with the project architecture or technical capabilities and limitations of solutions to aid teams in project delivery.Â
- Strong understanding and use of project management systems and tools such as Atlassian (Jira, Atlas, Confluence, Advanced Roadmaps) or Airtable.
- Demonstrated success with structured change management, problem-solving, process re-engineering, business analysis, written and verbal communication.
Desired:
- Ability to negotiate or influence to persuade stakeholders where opinions are contrary and bring diverse perspectives toward an agreed upon course of action.Â
- Experience working with and leading cross-functional teams at all levels (especially senior and C-level) of an organization.
- Experience designing and deploying projects and prioritized initiatives that deliver quantitative value and drive organizational efficiencies and growth.
LocationÂ
This role will be Remote, USA.
Travel

The estimated pay ranges for this role are as follows:
- Based in Colorado: $102,160.00 - $127,700.00 Â
- This role may be eligible to participate in Twilio’s equity plan and corporate bonus plan. All roles are eligible for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location within the state.Â
