Technical Surveillance - Cyber Course Coordinator (TSCC)
Job Description
Core One seeks a Technical Surveillance - Cyber Course Coordinator (TSCC) who will act as the coordinator for the MARSOC Technical Surveillance Cyber Course and Explosive Ordnance Disposal Level 1 (EOD LVL 1) throughout the length of the contract.ย This position is contingent on contract award.
This position requires a current an active TS/SCI clearance.
Primary Responsibilities:
- Responsible for performing as the single point of contact to interface with the COR, managing and providing logistical support planning, and exercise support to MTSCC for 1,440 hours per POP.
- The TSCC shall support the government in planning, support, and execution of MTSCC at various locations based on the needs of the government
- The TSCC shall oversee task order coordination for multiple episodic event role players, equipment, and facilities. The minimum expectations are: knowledge, skills, and abilities to oversee and perform the handling and the day-to-day management and administration of all TSCC exercise tasks and personnel
- Shall oversee task order coordination for multiple episodic event role players, equipment, and facilities. Due to the complexity of the MTSCC, and the requirement to coordinate with local officials, law enforcement, and business community, the TSCC will be collocated within the Knoxville, TN area, attend scheduled and unscheduled meetings, training, conferences, and/or workgroups in the Knoxville, TN area within 4 hours of notification, and work a flexible work schedule to support MTSCC And EOD LVL 1 based on the needs of the government. Specific details will be provided as requirements are generated, which may include nights, weekends, holidays and both remote and on-site planning meetings, coordination meetings, or scenario development working groups
- The TSCC will also be required to travel to other training locations, as identified by the government, 10-12 times each PoP in support of exercise development and course synchronization events
- The TSCC shall perform comprehensive, targeted budget management as well as procurement functions, cost analysis, preauthorization travel, research, and inventory control
- The contractor shall function as the technical equipment and asset management focal point for MTSCC and EOD LVL 1 training Courses. The TSCC will perform as requirements are identified. Status of TSCC labor / travel will be provided directly to the COR by the TSCC
- The TSCC will also provide end to end exercise scenario support for the MTSCC and EOD LVL 1
- The TSCC will apply a broad comprehension of Special Reconnaissance, and SOF Tactical Cyber Activities and concepts to build realistic, challenging, and relevant exercise scenarios that meet strategic and operational exercise objectives
- The TSCC will supervise the creation of content/profile accounts and manage content maintenance across various digital platforms, to include the deletion of content post event
- The TSCC will conduct analysis of exercise inclusion to maintain scenario content throughout the PoP. The TSCC will develop role player scripts, realistic exercise injects using various scenario events and perform as a scenario scripting subject matter expert in planning event sequences
- The TSCC will supervise and coordinate content inclusion with role players and other participants within the scenarios
- The TSCC will manage multiple information sources, providing detailed documentation and up-to-date access details for each device, platform, account as needed
- The TSCC will participate in remote/virtual meetings with 8 hoursโ notice
- The TSCC will participate in on-site pre-event in-briefs and ensure profiles/equipment supporting episodic role players are functional at the start of each event
- The TSCC will be responsible for performing work with limited guidance, within the scope of each exercise event as detailed by the MTSO and EOD LVL 1 FTE during planning events/coordination meetings.
- The TSCC will ensure asset management and inventory of technical equipment related to the execution of exercise events
- The TSCC shall support the government in planning, support, and execution of up to, three MTSCC, and two EOD LVL 1 events per year, established at the Task Order level
- The TSCC shall attend both IPRs and Initial Planning Conference (IPC) meetings for each event. IPR meetings are held as required and by coordination between the Government and the TSCC and will typically be held virtually or in the Stone Bay, Camp Lejeune, NC area
Required Skills:
- ACTIVE TS/SCI clearance
- Bachelor of Arts with a minimum 18 credit hours of higher education with emphasis in business
- 2 years of recent experience (within the last 3 years) providing task order level support andย exercise scripting to a SOCOM Tactical Cyber Qualification Course. (MTSCC โ Brighton)
- 2 years of recent experience (within the last 3 years) providing realistic military training coordination within Knoxville; Maryville, TN Government and Law Enforcement agencies
- 2 years of recent experience (within the last 3 years) providing coordination with Knoxville; Maryville, TN real estate agencies
- State of Tennessee Driverโs License
- 3 years of recent experience (within the last 5 years) in all the following areas:
- Budget management (minimum 24 months)
- Technical equipment and asset management (minimum 6 months)
- Procurement, researching, cost analysis and inventory control (minimum 6 months)
