Summary
You will serve as a TELECOMMUNICATIONS MANAGER in the NCTS FAR EAST DET ATSUGI, JAPAN.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
- You will be required to successfully complete a pre-appointment physical examination.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
Qualifications
Qualifying experience would be demonstrated by having one year of qualifying experience in the federal service or equivalent experience in the private or public sector serving as a Telecommunications Manager (BASE COMM OFF) in the U.S. NAVAL COMPUTER AND TELECOMMUNICATIONS STATION of NAVCOMTELSTA FAR EAST. Provide guidance and oversight to the U.S. Naval Computer and Telecommunications Station (NCTS) Far East regional BCO manager and detachment Atsugi OIC. Manages the administrative, accounting, maintenance, engineering, and switch management functions within the Atsugi Base Communications Office. Ensure the rigorous application of telecommunication industry standard, policies and procedures. Oversee the proper implementation of operations, administration, maintenance, and security of all voice service, equipment and system, all Outside Plant (OSP) and building promise structured copper and optical fiber cabling and infrastructure for Naval Air Facility Atsugi.
This position is within the Work Category Supervision and Management at Work Level II, Series and Grade GG-11.

Education
Minimum qualifications for this position may, in lieu of one year of specialized experience, be met by any of the following:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degreeor
LL.M., if relatedor
A combination of experience and graduate education that adds up to 100% of the total requirement.

Tour of duty will be 36 months.

Priority consideration will be given to military spouse preference and family member preference eligibles living in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.
Military Spouse and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.
Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor, or any time beyond the time employee ceases to be a family member.
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
