Description

Our client is looking for Terminal Automation -Program Manager to join their team.

Location - Houston, On-Site
Industry: Oil and Gas.
Long term contract

A senior level project engineering position that includes project management, data analytics, system design, system configuration, testing and deployment of measurement systems in support of measurement process automation and material balance.

Role and Responsibilities:

• Activities for this role include:
  • Managing multiple concurrent projects
  • Lead the project team to assess and document current state of Operations/Measurement/Accounting business processes, systems and field equipment.
  • Lead the project team to recommend a future state that aligns with organizational goals and satisfies requirements across several organizations within Energy Transfer
  • Gain stakeholder buy in and support for the future direction
  • Effectively communicate with cross functional teams
  • Work with leadership to coordinate activities and align resources to execute the required changes
  • Effectively and actively manage resource and time constraints
  • Track project status and communicate status to leadership
  • Organize and lead steering committee meetings
  • Third party vendor engagement and management
  • Financial Management
• Assess measurement program integrity and accuracy through collection and analysis of key performance indicators
• Support overall Company measurement program governance and compliance stewardship of results to management and other internal and external stakeholders
• Identify bad actors and assist the maintenance and/or operations organizations in developing and implementing plans for resolution
• Work collaboratively with vendors and suppliers within established requirements to ensure appropriate design, manufacture, testing, and delivery of measurement systems/equipment
• Support successful installation, commissioning, and operation of measurement systems
• Participate and/ or lead measurement-related project scopes to meet business needs and ensure efficient use of capital on projects
• Coordinate development and administration of Measurement tools, software, and training material.
• Project management including creating project scopes, managing timelines and budgets, and acting as the primary customer interface
• You will be working with internal customers to define requirements and scopes of work, and to demonstrate proof-of-concept solutions in a lab environment
• You will work with a variety of multi-functional groups (Development, Quality, IT, Purchasing, Operations) to deliver effective solutions
• Design experiments and analyze data to identify and implement improvements to measurement systems or production processes

Requirements:

• 10+ years of experience, inclusive of Business Analysis, Project Management, Project Engineer experience
• Experience with measurement system, FlowCal a plus
• Some oil and gas field experience preferred
• Conceptual understanding of back-office/IT systems. Operations and/or Measurement system experience a plus.
