Freeport, Maine (est. pop. 8,737), a charming coastal town nestled in the heart of New England, is seeking a visionary leader to serve as Town Manager. Known for its picturesque beauty and rich history, Freeport offers a delightful blend of small-town charm and vibrant cultural experiences. With 37 miles of tidal coastline, Freeport has a mix of rocky shorelines, iconic Maine clam flats, and riverine and estuarine ecosystems. Freeport is a close-knit community where neighbors become friends and a sense of belonging flourishes.
The Town Manager is appointed by the Town Council and serves as the administrative head of all Town departments and is responsible for the efficient administration of all town affairs. The Town Manager will possess a range of powers and duties to ensure the smooth functioning of the municipality.

LEADERSHIP OPPORTUNITIES
Communications: The Town is in the process of filling a communications position, highlighting the importance of effective communication within the community. This reflects a desire to improve transparency, internal and external communications, increase engagement with residents, and disseminate information efficiently.
Long-term planning: The Town will be undergoing the process of developing a new comprehensive plan, indicating a focus on strategic and sustainable development. This implies a commitment to envisioning the future of the Town, considering factors such as infrastructure, economic growth, housing, the natural environment, and community needs and desires. The Town will continue to engage and cultivate the business community.
Downtown revitalization: There is a newly completed vision plan (www.freeportdowntownvision.me) to enhance the downtown area, particularly Main Street, to continue to diversify the Town with outdoor recreation and align with the Town's brand. The goal is to execute projects to enhance our downtown in ways such as creating additional bike-ped connections, encouraging a variety of housing types, simplifying the development review and permitting process, being a leader through our sustainability efforts, supporting the arts and cultural experiences, and developing a new boulevard to improve accessibility and attract visitors.
These themes reflect the Town's efforts to improve communication, plan for the long-term, and revitalize the downtown area, all while navigating challenges such as continuing to protect natural resources and providing a variety of housing types. Additionally, there is a recognition of the importance of transitioning from fossil fuel to electricity and staying informed about global developments and their potential impact on Freeport.
Compensation and Benefits
The starting salary for this position will be $130,000 - $160,000, depending upon qualifications and experience. The Town of Freeport offers a comprehensive, competitive benefits package (valued at approximately $56,000) to include medical, dental, prescription, life insurance, Maine Public Employees Retirement System (MePERS) or MissionSquare retirement, vacation, sick, and 13 paid holidays, and other voluntary ancillary benefits. Town employees enjoy a four-day work week (37.5 hours). Relocation expenses are negotiable.
Desired Qualifications
The ideal candidate will possess a bachelor's degree from an accredited college or university in public administration or a related field, progressively responsible local government experience, or any combination of education and experience that demonstrates the skills and abilities to perform the work. Candidates may distinguish themselves with a master's degree. Previous experience in a collective bargaining environment is a plus.
