The Treasury Manager is responsible for overseeing all functions of Treasury Operations. This individual will maintain a system of policies and procedures that impose an adequate level of control over treasury activities. This includes but is not limited to the daily wholesale funding of the bank, the management of investment accounting, and the management of collateral pledged to wholesale funding sources. This individual will work closely with the Treasurer and Chief Investment Officer in order to support the long- and short-term funding and investment strategies.
In addition, this individual will have an active role in the following:• ALCO and CRA committees• SOX/SOC/SSAE16• Vendor Management/IT Application/NIRA compliance• Business Continuity Plan/Disaster Recovery Testing• Board reporting/regulatory reporting/compliance• Software testing/conversion

Essential Functions/Responsibilities
- Assess performance benchmarks and recommend changes when warranted
- Conduct benchmark studies of correspondent banks and their services to evaluate compliance to Regulation F guidelines
- Ensure periodic management and regulatory reporting are accurate and completed in accordance with required deadlines
- Ensure that all Treasury transactions are recorded correctly and in accordance with accounting standards
- Ensure the coordination of internal and external audits and the resolution of all possible queries
- Ensure the efficient management of all collateral requirements and periodic certifications and applications
- Ensure the efficient management of correspondent bank account balances
- Evaluate, develop and implement cash management systems to optimize efficiencies
- Determine the applicability of taxable/non-taxable instruments.
- Manage all aspects of in-house investment accounting
- Evaluate alternative short term and long-term borrowing strategies and make recommendations in accordance with the capital markets policy
- Manage relationships with financial service providers
- Manage the efficient settlements of all investment trade activity as well as principal and interest payments
- Manage, direct, and develop Treasury Operations staff
- Monitor the Company's goals and risk tolerance/guidelines.
- Prepare or monitor company's various cash flow forecasts and perform financial modeling.
- Provide technical and other support for mergers and acquisitions and other projects as needed
- Recommend, implement and maintain process improvements
- Review and recommend changes to the various policies related to Treasury functions
- Stay abreast of all relative regulations and regulatory requirements
- Support and participate in ALCO and strategic planning activities
- Understand and manage appropriate accounting procedures and processes
- Understand, manage, and supervise all aspects of daily cash flow and forecasting of daily funding needs

Minimum Knowledge, Skills, and Abilities Needed to Perform Essential Functions of the Job
- Bachelor's degree in Accounting/Finance OR comparable work experience
- 4 years of various banking experience and/or training; or equivalent combination of education and experience.
- Able to break down problems into meaningful parts and come to rational and well-thought out conclusions.
- Advanced analytical, organization, and interpersonal skills.
- Advanced spreadsheet and modeling skills.
- Attention to detail and accuracy.
- Demonstrated strong project management skills.
- Excellent collaboration, verbal and written communication skills.
- Experience in building financial models to evaluate various financial plans
- Experience in fixed income investment accounting
- Experience in preparing and presenting proposals and funding recommendations to ALCO and senior management
- Experience in preparing cash forecasts and cash flow analyses
- Experience in the preparation of financial schedules and SEC filings including disclosures
- Experience leading, coaching and developing staff
- General knowledge of GAAP and SEC reporting requirements for investments and other financial instruments.
- Interested in process improvement.
- Internally motivated to seek out answers, generate ideas, and develop new skills.
- Knowledge of investment portfolio strategy, banking, and financial instruments.
- Knowledge of treasury software expertise a plus.
- Must be proactive, with the ability to meet and surpass project deadlines
- Self-motivated with effective organizational skills
