This position is location at located at Chattahoochee River National Recreation Area, in the Planning, Resources and Education Division.
This position will be filled at any one of the following locations: Sandy Springs, GA, Fort Oglethorpe, GA, or Gulf Breeze, FL.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least 18 years old.

Qualifications

All qualifications must be met by the closing date of this announcement-10/11/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience with 1) Serving as consultant or Liaison with Native American Tribes, serving as a Tribal official or indigenous community representative. 2) Meeting with tribal representatives, senior tribal officials, and managers from other tribal government and non-government organizations (e.g., Tribal Historic Preservation Officers). 3) Developing plans designed to enhance relationships with Indian Tribes, Alaska Native organizations and entities, and Native Hawaiian organizations. 4). Conducting tribal consultations, public meetings, briefings, and other community relations activities. 5)Serving as a trainer for tribally related topics. 6.advise land managers to advance resource stewardship and/or tribal concerns. **Applicants must meet two or more of the specialized experience statements defined above. * You must include hours per week worked.

EDUCATION: Successful completion of at least a Ph.D., LL.M., or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (54 semester hours) leading to such a degree in Native American studies, tribal relations, public relations, recreation management or other fields directly related to the position. The education must demonstrate the knowledge, skills and abilities necessary to do the work of this position.. You must include transcripts.

Successful completion of a combination of specialized experience as described in A above and education as described in B above which total at least one year. For example, 6 months of specialized experience (50% of the experience) and 2.5 years of graduate study or 45 semester hours (50% of the education requirement) would qualify an applicant for this position. (Only graduate education in excess of the amount required for the next lower grade level may be used - the applicant's first 2 years of graduate study is not qualifying for GS-11 when combining).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: Work is largely in an office setting and sedentary, but will sometimes involve field work, or standing, sitting or walking for long periods of time. Work may range from staffing an information desk or booth, varied office duties, computer, and business machine use, to lifting up to 50 pounds of supplies or equipment, or moderate physical activity, short periods of physical labor, as well as hiking or approved OHV use in challenging environmental conditions and terrain. Work at times, may involve stressful time pressures in meeting the deadlines and accomplishing the workload.

Working Conditions: Work is performed in office settings, in temporary and other interim structures, as well as outside in varied field environments and terrains where tribal ceremonies, activities or NPS field work or other events may take place. Environmental extremes may range from 100+ degrees to below freezing, and may subject incumbent to precipitation, high wind, storms, or other severe weather factors. Incumbent is required to travel with other staff or alone to a variety of locations, including but not limited to Tribal, Federal, State, and other offices, event facilities, and meeting locations, tribal reservations, as well as colleges and universities to meet with American Indian, NPS, NPS partners, and other contacts. Travel may be by vehicle, park boats, or commercial transportation and result in long hours, extended overnight stays, air flights and driving during early morning and late evening hours. Weekend work may be required. May work irregular schedules under a flex work situation and be required to change with very short notice to address situations and organizational needs.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
