Job Description

This position is located in the Administration for Children and Families (ACF), Office of Head Start (OHS). Head Start is a national HHS program that promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social, and other services to enrolled children and families.

The Senior Project Analyst is responsible for a wide variety of project coordination, data and grant management, and communication duties as part of a team engaged in ongoing assessment and quality improvement of program operations. The candidate will act as a thought partner to set objectives, coordinate and evaluate project implementation, and strategize best practices. The candidate will be a self-starter and able to independently advance various initiatives of the Office of Head Start.

Duties and Responsibilities

The Senior Project Analyst will be responsible for managing research and analysis on issues and programs in major cross-cutting policy and budget areas. Analyst will work in close collaboration with our Region 11 (American Indian and Alaska Native, AIAN) Regional Program Manager and team. Specific duties include, but are not limited to:

  • Support OHS in the preservation and protection of AIAN programs
  • Serve as a Subject Matter Expert to inform policy decisions which promote services within AIAN communities
  • Serve as a liaison between R11 and Central Office; represent initiatives of OHS at outside events and with stakeholders, as needed.
  • Responsible for conducting a variety of activities and projects related to Head Start budget planning and policy.
  • Coordinate with Training and Technical Assistance (TTA) as needed in support of AIAN initiatives
  • Analyst will be involved in policy and systems analysis to improve and strengthen the management and operation of Head Start Programs.
  • Assist in designing requirements related to data systems and information technology that support the operation and management of all Head Start operations, including Headquarters, Regional offices, and local Head Start Programs.
  • Assists in developing policies, guidelines, instructions, and procedures for administrative, management, and legal requirements.
  • Responsible for data collections tools, synthesis, and analysis, assisting in assuring validity and reliability, and developing performance reports.
  • Identify and analyze issues, problems, and challenges facing OHS and formulate and evaluate positions and possible courses of action for resolving them.
  • Present recommendations and findings, identify trends and/or ongoing problems or issues, and generate innovative suggestions for management improvements.
  • May be responsible for conducting a variety of activities and projects related to Head Start Policy. Involvement in developing, writing, and revising regulations and other policy issuances, involved in analyzing GAO, OIG and other studies and report findings.
  • May provide information and technical assistance on programmatic policies, procedures and practices at conferences, workshops, meetings, and seminars and participate in briefing sessions for Headquarters, Regional and grantee staff in the area of information systems and Head Start Policy.
  • Perform other assigned duties as necessary to meet the goals and objectives of this position.

Education and/or Experience

Bachelor's degree in a social science field required, Master's preferred (e.g., social welfare, education, sociology, psychology, human development,) with 5-7 years of related experience or an equivalent combination of education and experience. Strong analytical and quantitative skills, writing skills, and an aptitude for progressive information technology, as well as initiative, resourcefulness and independence are desired. Flexibility to adapt to multiple tasks and changing priorities; must have excellent organizational skills and be detail oriented. Must be proficient in the MS Office Suite. Experience working with AIAN communities preferred.
