Tribal Relations Specialist

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For the GS-09 level: Applicants must have (1) year of specialized experience equivalent to at least the GS-07 grade level or its non-Federal equivalent that demonstrates: Experience working in, with and/or for Tribal governments, tribal entities, and/or tribal organizations; Knowledge of tribes and the history between tribes and the federal government and knowledge of community development issues faced by tribes, tribal organizations including housing, infrastructure and business development. OR master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree. Equivalent combination of education and experience are qualifying for this grade level.

For the GS-11 level: Applicants must have (1) year specialized experience equivalent to the GS-09 grade level or its non-Federal equivalent that demonstrates: experience delivering programs to Federally Recognized Tribes, tribal non-profit organizations and groups, establishing collaborative relationships with Tribes and tribal organizations, the ability to properly apply Indian law and policy when developing strategies to solve complex program delivery issues; OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB, LLM or J.D., if related OR a combination of education as described and specialized experience. Equivalent combination of education and experience are qualifying for this grade level.

For the GS 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS- 11; or its non-Federal equivalent that demonstrates: Providing guidance and assistance to the tribal and persistent poverty communities in preparing loan and grant applications. Analyzes the socioeconomic and cultural diversification factors within the state to target education, technical assistance, and financial programs to underserved rural areas, specifically tribal communities and promote flexible solutions using new approaches; experience with federal Indian law, tribal law, and/or tribal treaties. There is no substituting education for specialized experience.
