Your Role and Responsibilities
You will lead the efforts to maintain business integrity and compliance at IBM’s joint venture company in China Inspur Power Commercial Systems (the “Company”). Pursuant to a secondment you will act as a reliable adviser to the Company’s business leaders lead the Company’s compliance department functionally get guidance from IBM’s Trust & Compliance unit and consult with other Company leaders and IBM departments as may be appropriate.
Your main responsibilities will include the following.
* Sustain and enhance the Company’s risk management and controls posture to maintain the Company’s ability to comply with laws and regulations including from China the U.S. or other countries where the Company might do business;
* Collaborate with Company department leaders to continuously enhance as appropriate the Company’s rules regulations processes business execution new business plans or models and advise on major business decisions that have a compliance element to meet laws regulations and ethical standards or address any relevant changes to them from time to time;
* Lead the Company’s compliance department personnel in performing the department’s duties;
* Deliver compliance-related education and communications handle consultations about compliance within the Company and with a continuous growth mindset enhance the value that compliance brings to the Company and IBM;
* Work with the Company’s leadership to drive departments’ ownership and proactive self-examination of compliance in their daily work with follow up of corrective actions and submit independent compliance reports with complete accurate and truthful documentation for the Company’s record-keeping;
* Review compliance concerns or issues independently guide internal audits or investigations in the Company supervise implementation of remedial and/or disciplinary actions and report on the Company’s state of compliance to the Company’s General Manager and Board of Directors and IBM Trust & Compliance.
Other responsibilities and details thereof will be further discussed between you and your IBM manager. In all instances you appreciate that you will be expected to exercise the highest standards of transparency trust and personal responsibility in all that you do as a role model for integrity and compliance.
Required Technical and Professional Expertise
* At least 15 years of post-university relevant work experience in legal or compliance work whether in law firm government or private enterprises with a dgree in legal studies from a reputable university.
* Demonstrated maturity and competence in:
– building influential “trusted adviser” relationships with senior management and company employees at all levels;
– effectively educating managers and employees on relevant compliance topics;
– continuously enhancing corporate controls policies and business systems so as to comply with laws and regulations in both China and the United States;
– guiding sensitive matters including internal investigations and audits reporting to third parties and disciplinary actions on employees including managers
– securing hard decisions and changes if needed to remediate or prevent compliance-related company risks; and
– deliver honest complete timely and accurate reporting in all aspects of work including reporting to functional manager business leaders Board of Directors and shareholders.

- Expertise reviewing contracts and deals.
- Expertise working with government clients.
- Chinese and English fluent.
