Stantec's International Development practice, with dedicated teams in Washington, D.C., Brussels, and Istanbul, has decades of experience providing technical and advisory services to international donors helping to improve the design, implementation, and oversight of economic development and infrastructure programs throughout the world. The Washington D.C. based team primarily focuses on U.S. Government funded foreign assistance projects carried out by the U.S. Agency for International Development (USAID) and the Millennium Challenge Corporation (MCC). In April 2021, Stantec was awarded a five-year, US $800M multiple-award task order contract by USAID to provide global architect and engineering services (A&E III IDIQ). The primary purpose of the IDIQ is to support the design and construction of critical infrastructure required to help emerging market countries pursue sustainable, inclusive, less carbon intensive economic growth.
Overview of the Bien Hoa Dioxin Remediation Project
USAID is expected to release a task order under the A&E III IDIQ in late November 2022 to support an on-going dioxin remediation program at the Bien Hoa Airbase near Ho Chi Minh City in Vietnam. The task order is expected to be a 5-year, US $30-40M contract to provide technical support and oversight of the implementing contractors in charge of the cleanup and remediation efforts. The Bien Hoa Airbase is the site of the largest dioxin contamination "hotspot" in Vietnam that resulted from past usage, storage, and handling of Agent Orange and other herbicides during the U.S.-Vietnam War. The environmental remediation program at Bien Hoa is one of the highest priorities for the U.S. Government in Vietnam.
Working in partnership with the Government of Vietnam (GVN), USAID completed an assessment of dioxin contamination at Bien Hoa in 2016. Apart from determining the nature and extent of dioxin contamination, the assessment also developed potential remediation alternatives, including both containment and treatment options, to reduce the risk of dioxin exposure on and around the airbase. The assessment identified almost 500,000 cubic meters of dioxin-contaminated soil and sediment in need of remediation. USAID and the GVN then prepared a master plan that was approved in 2020 which outlined an approximately 10-year, US $450M soil excavation and treatment program. Initial soil excavation and remediation activities commenced in 2020 and have been ongoing since. The primary remediation measures involve short-term storage of highly contaminated soils which will later be treated offsite and construction and operation of a long-term storage facility for excavated soils with low levels of dioxin contamination. The upcoming A&E III task order will fund an international A&E firm to provide technical advisory and construction oversight services for the final phase of the excavation and remediation program.
Your Opportunity
The Communications and Outreach Lead will be responsible for establishing and maintaining relationships with the Government of Vietnam at the national and local levels, and their stakeholders. This is a minimum, 1-2 year field-based assignment located in Vietnam and contingent upon contract award. If Stantec is successful in this bid, the candidate selected for this role will be relocated to Vietnam under a Stantec corporate global mobilization agreement.
Your Key Responsibilities
- Coordination with the relevant GVN entities and other stakeholders on issues related to the task order services
- Design and lead project workshops and meetings with project stakeholders as required to discuss and obtain concurrence on design and construction in support of project completion, and to review the status of the project, discuss issues/concerns, and facilitate project and activity approvals
- Co-lead stakeholder engagement, which may include the preparation and implementation of a community outreach plan
- Lead communication strategy to identify communication methods, protocols, roles, and responsibilities, based on the targeted population and addressing gender specific issues and concerns
- Support broader war legacy communication and outreach efforts that cover other USG war legacy activities in Vietnam
- Provide communication and outreach support to USAID/Vietnam with the objective of communicating successes and results in war legacy reconciliation and identifying related human interest stories for the USG and for local or international media
- Prepare a capacity development plan to summarize the results of the workshop
- Organize and conduct site visits with delegations from the U.S. Government, GVN, and other partners
Qualifications
Education and Experience
- Minimum 5 years' relevant experience working in risk communications or as a facilitator
- Demonstrated experience working with non-governmental organizations (NGOs) and ability to interact with government officials at national and local levels
- Capable of explaining complex, technical information to non-technical audiences
- Experience working in an international setting and/or in developing countries highly preferred
- Proven track record of developing and implementing public outreach programs; prior involvement with resettlement projects or activities is preferred
- Bachelor's degree or higher in communications or similar field
