USAID Sr. Program Manager (Secret Required)
Job Description
IT Concepts is currently seeking an experienced Sr. Program Manager to Support the USAID (US Agency for International Development). As a Program Manager, you will oversee the delivery of technical, administrative, and management services to the USAID's Office of Human Capital and Talent Management (HCTM). You will administer the implementation of transformational human capital strategies to HCTM and the oversee the complete life cycle of HR support to include targeted recruitment, staffing, classification, employee relations, labor relations, records management, retirement and benefit, services, compensation support, payroll action processing, separations, and training. You will ensure mission success to USAID.
Location: Work location will be on-site in the DC office, and Hybrid Telework options based on Customer needs.
Responsibilities:
- Responsible for overall performance, service delivery, and quality of project deliverables completed under this contract
- Work collaboratively with the HCTM leadership team to achieve program performance objectives and identify challenges and mitigation plans
- Act as primary customer contact for project activities, leading project review sessions with the customer to discuss cost, schedule, and technical performance
- Establish milestones, monitor adherence to master plans and schedules, and identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications
- Provide senior operational support for the contract program operations and directly supervise and manage ISC contractors' performance to ensure service delivery meets contractual requirements and are conducted within USAID guidelines and directives.
- Support status updates on tasks as required and attend weekly status meetings.
- Ensure the completion of administrative tasks such as the compiling of reports that detail program activity to supply client with status and progress of projects
- Plan and coordinate future contract changes with HCTM and other procurement officials - including reviewing specifications and schedules, identify trends and potential problems, and recommending alternatives and solutions for procurement strategies.
- Contribute to process improvement initiatives as it relates to improving program delivery.
- Ensure that the program produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in the business case
- Organize, plan, and execute staffing requests with qualified resources and facilitate needed contract actions to include subcontractor management, staff equipment allocations, and suitability/background check processes
- Communicate challenges and potential risks to the client, as needed, and develops mitigation strategies
- Lead strategic working sessions, both internal and with clients
- Assist client with eliminating the manual upload processes currently in place
Requirements
- Bachelor's degree
- PMP certification, FAC-PPM certification, or equivalent
- Possess Secret Clearence
- Must be a U.S. Citizen, and reside within commuting distance to DC office
- Strong customer orientation, and conflict resolution skills
- Senior-level knowledge, skills, and experience in federal government program management leading HR operations for federal government clients
- Familiarity of the Human Capital Talent Management (HCTM) HR Transformational model
- Ten (10) years of experience managing Human Resouces (HR) operations programs
- Ten (10) years of experience working with business stakeholders within a cross-functional matrix environment.
- Experience supporting HR Information System implementation and sustainment
- Experience in providing complete life cycle of federal human capital management including HR support and services, including staffing, classification, employee relations, labor relations, records management, retirement and benefits, compensation support, payroll action processing, separations, and training
- General understanding of the following:
- Human capital staffing and merit-based promotion procedures to include Delegated Examining Unit (DEU) and all sources of special hiring authorities
- OPM Classification Standards and the Fair Labor Standards Act
- OPF Management
- Federal Benefits and Retirement Systems including CSRS/FSRS, FEGLI, FEI-IB, FSA, FMLA, etc.
- Federal Payroll Processing
- Experience with providing strategic management and analysis of federal human capital practices required to meet agency organizational goals and strategic objectives
