Value-Based Payment Program Manager
Job Description
This position will be responsible for coordinating the scalable running and expansion of Advanced Payment Models (APMs) and other Network Strategy programs. As Program Manager, you will drive the success of APMs and other programs creating tactical program implementation plans, communicating plans to stakeholders, and collaborating with cross-disciplinary teams in the ongoing execution of these plans. You will be the main point of contact for provider engagement and operational teams on APMs, providing clear business requirements to guide process development and improvement, monitoring execution, and addressing practice-specific needs and opportunities. You will evaluate the ongoing performance of APMs against desired results and identify opportunities, both at the practice and at the model level, for improvement.
This position will support our network contracting team and strategic provider engagement team with subject matter expertise on APMs to enable model adoption and practice success; this will include direct involvement in provider communication as needed. You will also contribute to the strategic roadmap for APMs and other Network Strategy programs, informing direction with analysis of the value created by models and programs for our customers, network providers, and MVP.
This is a hybrid position, based out of the Schenectady, NY office.
Essential job functions• Define business requirements for the successful execution of APMs and other Network Strategy programs (e.g., payment model configuration, internal and external reporting, performance measurement data collection, payment and incentive calculations and administration, APM budgeting).• Develop and maintain a program/project implementation plan and tracking documentation, always providing visibility to leadership.• Communicate with cross-disciplinary teams on all levels driving understanding, buy-in, and support of key initiatives and processes required for implementation.• Collaborate with stakeholders across the enterprise to ensure program implementation plans are executed timely and accurately.• Work cross-functionally to assure that initiatives and associated processes and developments are understood by all stakeholders. Identify and resolve issues, utilizing tact and diplomacy.
Other duties & responsibilities• Anticipate and work to overcome operational and implementation barriers while maintaining objectivity and considering impact of changes to all stakeholders involved in the end-to-end process.• Monitor APM performance and identify opportunities for improved design to better achieve model objectives. • Monitor practice-level performance in APMs and identify opportunities for practice engagement teams to work with practices on improved performance.• Provide subject matter expertise to practice engagement teams in fielding and addressing practice specific questions, issues, and needs regarding APM success, including direct practice communication as needed.• Develop and maintain documentation on best practices for practice success in APMs.• Provide subject matter expertise to operational teams in fielding and addressing questions, issues, and needs related to APM execution.• This is a new and evolving position and as the result of market changes, organizational priorities and other changes, position may change to meet organizational needs and new opportunities.• Perform other related duties as assigned.
POSITION QUALIFICATIONS
Education/Degree:
Bachelor's degree in Business Administration or other related and applicable field.
Master's degree preferred.
Experience: • Minimum of 10 years of relevant experience in health care across the areas of payment model or provider incentive program implementation, business operations and/or business process improvement. • Experience with Alternate Payment Models (APM) and Population Health strategies to aid in the transition from Fee-For-Service to Value-Based Payment (VBP) including capitation models, quality improvement programs, low-value care reduction programs, total medical expense initiatives, bundled payments, shared risk contracts, etc. • Knowledge of Six Sigma and Lean Office principles preferred but not required.

Commitment to learning quality tools/concepts like Total Quality Management, Lean, or 6-Sigma.• Demonstrated experience and commitment to handling complex, sensitive, and confidential information• Ability to work under pressure with urgency and speed • Demonstrated integrity, values, principles, and work ethic
