Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a licensed Doctor of Veterinary Medicine (DVM or VMD) for the Public Health Command-Pacific. This position is located on Tripler Army Medical Center installation, HI.

  • One year trial/probationary period may be required.
  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The employee may be required to be on-call and may be required to carry a cell phone and able to perform emergency duties after normal duty hours.
  • Employee must be federally accredited with the US Department of Agriculture (USDA) to issue interstate and international health certificates.
  • Temporary duty (TDY) travel is required 25% of the time.
  • A pre-employment physical exam is required. Requires prolonged standing, stooping, bending, climbing, and lifting some animals weighing over 80 pounds.
  • This position requires Position Sensitivity of Non-Critical Sensitive Moderate Risk Incumbent must be able to obtain and maintain a Secret security clearance.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Must be able to obtain an active state veterinary medical license within one year of employment and maintain licensure.
  • Must obtain and maintain an Official Passport.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement:

Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site,
http://www.avma.org, has a listing of all AVMA-accredited veterinary medical schools.

OR

Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site,
http://www.avma.org for information about schools in this category) must meet one of the following requirements.
  • Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG)
  • Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE)or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
  • Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program).
Specialized Experience:

Scientific presentations before professional groups; publication of medical reports in professional journals or publications; participation in seminars, advisory/working groups, and research groups; mastery of clinical medicine; or other related activities that contribute to the advancement of veterinary medical science are positive indicators of the quality of an applicant's experience. However, articles on the care of pets written for the general public would not be considered professional publications or qualifying specialized experience.

AND

One year of specialized experience which includes providing veterinary medical treatment to animals, diagnosing diseases, and providing specialty consultation services in veterinary internal medicine, emergency critical care, or surgery. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Licensure/Certification: Must possess and maintain a current, valid Veterinary license from one of the 50 US States to practice Veterinary Medicine and must be board certified in one of the following: American College of Veterinary Internal Medicine-Small Animal Internal Medicine (ACVIM-SAIM), American College of Veterinary Emergency Critical Care, or American College of Veterinary Surgeons-Small Animal. Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:

Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher inwriting). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE;

Academic tests (listening, writing, and speaking) offered by the International English LanguageTesting System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with atleast 7.0 in speaking, 6.5 in listening, and 6.0 in writing;

OR

Canadian Academic English Language Assessment (CAEL). Applicants must achieve a minimumoverall band score of 70, with at least 60 in speaking, 60 in listening, and 50 in writing.
