About the team:
The BlueLabs Civic Tech practice revolutionizes the way government agencies use data to streamline operations, interact with citizens, and react to their biggest challenges. Our team develops deep expertise within the areas our clients care about most, then builds data analytics systems that create impact at scale. We work closely with internal government innovation groups, and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.
You will work on a fast-paced, impact-driven project team charged with intelligently improving the operations powering the policies and programs that hundreds of millions of Americans interact with on a daily basis. Our work builds the frameworks and infrastructure that allows agencies to deal with big public health challenges. We bring definition to challenging problems, creatively identify data sources, then design analytics that accurately measure impact and move the needle every day. We work in changing, ambiguous environments, so we embrace nuance, inclusivity, and complexity to deliver programs that work for the diverse groups of individuals who rely on us.
About the role:
The Vice President of Civic Tech will serve as the leader for growth and execution of BlueLabs's Civic Tech practice. This individual will be a thought leader for the roles BlueLabs services can play in the sector, as well as the principal representative for day-day day work. This person will guide the growth and development of the practice, overseeing 40+ team members, and determining the departmental and staff structures that enable our Civic Tech programs to respond efficiently and effectively to our clients' evolving needs and problems. The ideal candidate has a proven track record of scaling and leading teams who are responsible for consulting deliverables in a technical environment and experience identifying opportunities to deepen client relationships and drive revenue.
In this position you will:
  • Define and iterate upon the Civic Tech practice's strategic direction, ensuring planning and execution across the department's different teams
  • Directly manage two Director-level direct reports; one focused on staffing, team structure, and execution, and one focused on business development
  • Own all business development responsibilities and activities for the Civic Tech practice, including building and nurturing client relationships and teaming partnerships, maintaining and expanding BlueLabs' current book of business, projects, and work, and acting as the main point of contact for both current and prospective clients
  • Identify long-term client priorities (i.e. improving employee experience or reducing health inequities) and develop strategies to apply BlueLabs' specific services towards addressing those needs
  • Determine staffing and hiring plans that support the Civic Tech practice and adapt to both internal and external business needs
  • In collaboration with the Director, Civic Tech Delivery and Senior BlueLabs leadership, develop bench management strategy that balances the need to retain talent and quickly staff projects with financial impact of incomplete utilization
  • Create and implement project planning strategies and approaches that ensure quality products and a high depth of work for our clients
  • Define, measure, and ensure excellence in client engagement and service delivery standards
  • Work cross-functionally with internal BlueLabs teams to create and maintain budgets and track billable hours for the Civic Tech practice
  • Create and iterate upon training programs and professional development offerings that help continuously develop and improve the Civic Tech team members and drive a culture of high performance
  • Develop and maintain strong working relationships with our partner contractor organizations, acting as a strategic advisor in the areas of BlueLabs' expertise

What we are seeking:
  • 10+ years of experience in consulting and/or working with external partners, stakeholders, and clients, preferably in the public sector, technology, healthcare, and/or consumer engagement services
  • A minimum of 5+ years' experience leading and scaling high performing consulting teams, specifically those who are responsible for various scales of client deliverables, data analysis, program and project management, engineering, and business analysis
  • Experience leading and managing the end-to-end client relationship and partnership process, including strategic/ financial analysis, pipeline building, teaming negotiations, and management of client relationships
  • Demonstrated success developing strategies and policies that help both technical and non-technical teams address societal challenges
  • A productive dissatisfaction with the status quo in healthcare and civic technology, and a concrete vision for how it might be improved within the constraints our clients experience.
  • Expertise in program and project management, with the ability to keep many different projects and timeline moving forward at the same time
  • Experience building diverse and inclusive teams, with emphasis on reducing implicit and unconscious bias throughout the entire employment relationship, and ensuring that lived experience is highly valued and shows through in our work.
  • A strong commitment to leading with compassion, empathy, transparency, and integrity
  • Excellent communicator; proven ability to achieve buy-in from internal and external stakeholders alike and communicate effectively with both technical and non-technical collaborators
  • Experience leading numerous people managers and developing programs to continuously improve and grow team members and their skills
  • The ability to successfully attain and maintain a Federal Public Trust background investigation that our government clients require; this includes a requirement that the individual has U.S. Citizenship or U.S. residency for three of the past five years
