Policy, NGC
The VP plays a critical role in scaling origination of commercial energy & water efficiency and clean energy projects through expanding Nuveen Green Capital's geographical footprint into new and active markets. This role supports the growth of the firm by working externally with federal, state, & local government legislatures, partner agencies, and market stakeholders to adopt Commercial Property Assessed Clean Energy (C-PACE) legislation and launch programs locally. The VP of Policy is responsible for design & execution of C-PACE policy strategy, overseeing an internal team and liaising with external government affairs partners.
Key Responsibilities and Duties
- Design & execute strategy for expansion of C-PACE policy in new U.S. states and localities
- Represent NGC in policy forums and provide testimony
- Liaise with NGC legal team on crafting C-PACE legislative text
- Develop annual budget and select external lobbying resources in concert with TIAA State Government Relations team (TIAA SGR)
- Quarterback all lobbying activities; act as primary liaison with TIAA SGR teams
- Play active role in CPACE Alliance and other industry associations aimed at advancing NGC's mission
- Management of internal team and external partners responsible for local government affairs
- Educating municipal staff and local stakeholder groups about the benefits of C-PACE and pathway to implementation.
- Working directly with local governments and partner agencies to pass C-PACE ordinances and set up effective systems for project approvals.
- Analysis and review of existing ordinances and program documentation to assess compliance with legal opinions, in collaboration with Nuveen Green Capital counsel.

Base Pay Range: $153,000/yr. - $211,000/yr.
Actual base salary may vary based upon, but not limited to, relevant experience, time in role, base salary of internal peers, prior performance, business sector, and geographic location. In addition to base salary, the competitive compensation package may include, depending on the role, participation in an incentive program linked to performance (for example, annual discretionary incentive programs, non-annual sales incentive plans, or other non-annual incentive plans).
