Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
1) Posses and maintain a valid State's Driver License for duration of appointment.
2) The incumbent must be able to use firearms for the purpose of humane euthanasia of WH&Bs according to policy and regulations and is subject to obtaining and maintaining certification to use BLM firearms in performing official duties in accordance with established procedure. The incumbent is subject to the Lautenberg Amendment, as a condition of employment.

Basic Education Requirements for the 0401 Series: Successful completion of a full 4-year course of study leading to a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide a copy of your transcripts.

For GS-07:
In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: knowledge of wild horse and burro or wildlife management principles, and/or range management principles, theories, and practices; assisting higher level professionals with the preparation of wild horse and burro planning documents; wild horse and burro population monitoring, planning, and conducting range studies. -OR-

Education: have completed 1 year of related graduate-level education.- OR-

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

For GS-09:
In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in evaluating, handling, and working with large untrained livestock and or wild horses/burros; coupled with the ability to drive heavy duty trucks/trailers, proficient in a variety of office procedures. Has knowledge in and able to appropriately apply the Wild Horse and Burro program federal regulations, policy and standard animal husbandry practices. Exhibits experience in customer service with the ability to communicate professionally verbally and in writing to a diverse audience, as well as efficiently resolve concerns/complaints and public inquiries. -OR-

Education: have completed 2 years of progressively higher-level related graduate education leading to a master's degree or master's or equivalent graduate degree .- OR-

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is a combination of office and field work. Field work involves strenuous walking, horseback riding, and climbing over rough and mountainous terrain. The work involves heavy lifting, bending, climbing, and handling WH&Bs; and lifting hay bales, metal corral panels, construction materials, wire ropes, and other supplies and equipment.

Work Environment: Field work involves long days and involves the hazards associated with the handling of untamed animals. Field assignments involve widely varying topographic (e.g., flat to steep and rocky terrain) and climatic conditions. Temperatures may range from -20 to over 100 with considerable precipitation from rain, freezing rain, or snow fall.

Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
