Summary

This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as a subject matter expert in recognizing, recommending, and advising Special Operation Forces (SOF) on technical capabilities needed to defeat WMD threat weapon systems, associated infrastructure, development processes, and means of deployment.

  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.

Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Expert knowledge of CWMD and CP operations and inter-agency responsibilities.
  • Ability to resolve complex problems, demonstrate innovative thinking, resourcefulness and ingenuity in coordinating support for Research and Development programs.
  • Expert experience in the planning and execution of applied science, engineering, research and development (R&D), and demonstration programs that develop and accelerate revolutionary technologies that enhance mission planning, execution, and assessment.
  • Expert working knowledge of the program and budget process to prioritize and recommend resource allocation and develop investment strategies.
  • Expert knowledge of the policies, plans and objectives of the inter-service and inter-agency relationships involved in CP to plan, coordinate, and serve as the agency's representative to SOF including the development of tactics, techniques and procedures (TTPs) for defeating targets with emphasis on WMD-related assets and capabilities; hard and deeply buried targets (HDBT); and mobile and re-locatable targets.

  • Extensive knowledge of the policies, plans and objectives of the inter-service and inter-agency relationships involved in CP to plan, coordinate, and serve as the agency's representative to SOF including the development of tactics, techniques and procedures (TTPs) for defeating targets with emphasis on WMD-related assets and capabilities; hard and deeply buried targets (HDBT); and mobile and re-locatable targets.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

This position performs duties in controlled/limited access facilities located on Ft. Liberty and elsewhere and, therefore, it requires the incumbent to obtain and to maintain[including continuous vetting procedures of both the Defense Counterintelligence and Security Agency (DCSA) and the Consolidated Adjudication Services (CAS)] the continuous ability and eligibility to access these secure facilities as well as the associated Federal Information Systems. As such, incumbent must meet as well as maintain any and all organizational, other agency partner, and/or any facility's requirements as well as pass any and all vetting process(es) associated with such organizations and facilities. These vetting processes and requirements include but are not limited to psychological evaluations (testing and interview), intelligence (IQ) testing and a Command Board selection interview(s).
