Summary
This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Policy Development and Research (OPDR). It is established to provide a professional authority to conduct specific studies into complex problems relating to workforce development.
This position is inside the bargaining unit.

Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for the Workforce Analyst, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.
Specialized experience includes ALL of the following:
Providing technical assistance, developing technical assistance tools and briefing materials in one of the listed ETA Program Areas; AND analyzing regulatory guidelines and providing guidance in one of the listed ETA Program Areas.
ETA Program Areas: American Job Centers, Apprenticeship, Disability, Dislocated Workers, Employers, Farmworkers, Federal Bonding Program, Foreign Labor Certification, Grants, Indians and Native Americans, Job Corps, Job Seekers, Layoffs and Rapid Response Services, Reentry, Older Workers, Trade Adjustment Assistance, Unemployment Insurance, Veterans, Work Opportunity Tax Credit, Youth, or YouthBuild.
If you have the above-mentioned experience, it must be clearly documented in your resume. HR cannot make any assumptions about specialized experience based on job titles.
Education
In addition to meeting the Specialized Experience requirement, all applicants must meet the Basic Requirements for the 0140 Workforce Analyst occupational series with A or B:
A. EDUCATION: Degree from an accredited college or university that included at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs;
-OR-
B. COMBINATION OF EDUCATION AND EXPERIENCE: Courses in an accredited college or university consisting of at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs AND experience directly related to the work of this position at the next lower grade level. The combined total must equal 100%.

Additional information
This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
