Position Summary
-
Maintain day-to-day software applications for workforce development initiatives, apprenticeship projects and contract/corporate training, including work-based, employer-driven, earn-and-learn programs, and employer partnership management.

Responsible for defining, developing, testing, analyzing, and maintaining new software applications in support of the achievement of College requirements. This includes writing, coding, testing, and analyzing software programs and applications.

Collaborate with developers, programmers, and designers in conceptualizing and development of new or upgraded software programs and applications.
Required Knowledge, Skills & Abilities

Must be ethical, have integrity and demonstrate knowledge of applicable data privacy practices and laws.

Day-to-day experience and knowledge designing, migrating, coding, debugging, testing, optimizing, and implementing programmatic solutions.

Excellent understanding of coding methods, writing program code and best practices.

Prior experience interviewing end-users for insight on functionality, interface, problems, and/or usability issues.

Hands-on experience developing test cases and test plans.
-
Communicates effectively, clearly, and concisely, both orally and in writing with diverse, multi-cultural, non-technical team members.

Exceptional attention to detail with proven analytical and problem-solving abilities.

Ability to effectively prioritize and execute tasks in a high-pressure environment.

Knowledge of the principles, methods, and techniques of multi-platform applications, program development, data processing, computer applications, hardware, software, and standard programming languages to manipulate and extract data from software, information systems, and third-party information systems.

Experience following software through its full life cycle, including data collection and analysis to identify software needs, project proposals, development, testing, release, and maintenance of programs.

Well organized, with demonstrated ability to work independently or in a diverse collaborative team environment on complex deployment and/or programming projects.

Able to read people well and adapt personal style to work effectively with variety of personalities. Confident and articulate.
Physical Requirements
Normal physical job functions performed within a standard office environment. May be required to lift and move materials and equipment weighing up to 50 pounds. Reasonable accommodations may be made to individuals with physical challenges to perform the essential duties and responsibilities.
Minimum Qualifications

Associates degree in the field of computer science, information systems, or software engineering (preferred) or High School diploma or equivalent with a minimum of three (3) to five (5) years’ related work experience.• Associate’

Preferred technical skills and experience include computer programming, extensive Microsoft Excel expertise, and VBA programming.

Any of the following skills, experience or certifications is desirable: Visual Student.Net, SQL Server, Cisco, ASP.Net, Visual Basic.Net, C#, Perl, PHP, SQL, Java, MS SQL Server, Microsoft Windows, Linux, current Internet technologies, knowledge of client/server and operating systems with Windows, knowledge of applicable data privacy practices and laws, (IE, Access to Information Act, HIPAA)

Two (2) years’ experience in workforce development and/or apprenticeship projects (preferred but not required).

Key Responsibilities
• Analyze and assess existing business systems and procedures.
• Assist in defining software development project plans, including scoping, scheduling, and implementation.
• Research, identify, analyze, and fulfill requirements of all internal and external program users.
• Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.
• Liaise with vendors for efficient implementation of new software products or systems and for resolution of any adaptation issues.
• Recommend, schedule, and perform software improvements and upgrades.
• Consistently write, translate, and code software programs and applications according to specifications.
• Write programming scripts to enhance functionality and/or performance of College applications as necessary.
• Design, run, and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
• Administer critical analysis of test results and deliver solutions to problem areas.
• Generate statistics and write reports for management and/or team members on the status of the programming process.
• Develop and maintain user manuals and guidelines.
• Train end users to operate new or modified programs.
• Install software products for end users as required.
• Compiles and writes documentation to describe program development and revisions.
• Arranges project requirements in programming sequence by analyzing requirements, preparing workflow charts and diagrams using knowledge of computer capabilities, subject matter, programming language, and logic.
• Stays abreast of industry best practices and new technological trends through professional development activities in order to incorporate any relevant applications to existing systems.
• Assist with analysis, design and development of software platforms, websites, and web and mobile applications.
• Participates in team meetings and discussions of detailed assignments to achieve end results.
• Able to examine and diagram specifications based on project requirements, and to accurately calculate project timelines based on deliverables.
• Develops and maintains collaborative relationships with diverse stakeholders and constituents within the Dallas College network community with knowledge in the development of multiplatform applications and methods to manipulate and extract data.
• Tests applications regularly, creates software patches for older platforms and performs routine maintenance on legacy systems.
• Completes required Dallas College Professional Development training hours per academic year.
• Performs other duties as assigned.
