Job Description
Summary
This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Workforce Investment (OWI). OWI is responsible for implementing an integrated national workforce investment system that supports economic growth and provides workers with the information, advice, job search assistance, supportive services, and training for in-demand industries and occupations needed to get and keep good jobs.
This position is inside the bargaining unit.

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Selective Placement Factor and Specialized Experience to qualify for the Workforce Development Specialist-Bilingual (Spanish & English), as described below.
Selective Placement Factor: Must be able to proficiently speak, read, and write both Spanish and English. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. If you are unable to demonstrate proficiency, you will not be qualified for this position.
Specialized Experience:
For GS-13: Applicants must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or GS-12 grade level in the Federal Service
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying Specialized Experience includes ALL of the following:
1) Experience designing effective education, housing, or employment programs for farmworkers or other individuals from underserved communities(e.g., immigrants, individuals with disabilities, people of color, or other individuals who have been adversely affected by persistent poverty or inequality, etc.); and
2) Experience developing guidance for grant recipients who administer education, housing, or employment programs for farmworkers or individuals from underserved communities; and
3) Experience providing technical assistance and training to assist grant recipients with resolving problems to administer a grant.
If you have the above-mentioned experience, it must be clearly documented in your resume. HR cannot make any assumptions about specialized experience based on job titles.

This job does not have an education qualification requirement.
Additional information
This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
