About The Position
The Community Development Executive is responsible for maintaining and cultivating favorable Ameren relationships with local elected officials and their staff members through personal contact and facilitation of day to day activities related to St. Louis City, and Metro Area County government functions, and other local municipal governments as needed
Key responsibilities include:• Maintain relationships with alderman and local elected officials and staff, and other key stakeholders at county and municipal governmental level. • Serve as point of contact for local officials in response to inquiries relative to Ameren Missouri service and business operations; serve as primary resource to communicate Ameren Missouri topics to elected officials and their respective staffs. • Foster collaborative relationships with public officials to better understand constituent needs/ public priorities as they might relate to the delivery of Ameren services. Collaborate with Ameren's Sr. Legislative Representatives and lobbyists to develop coalitions in support of the company's positions on policy issues and to implement strategy. • Support Ameren Missouri operations to respond to service issues as they arise and to proactively support impending construction projects. • Coordinate stakeholder groups and leverage relationships to align them with company positions on policy and operations. • Serve as conduit to public bodies in support of communicating Ameren Missouri's value-added community offerings, energy products, services and general information. • Build trust and working relationships with key internal personnel who support the community development process and work with external stakeholders who must be leveraged to enhance community development capacity. • Be responsible for delivery of broad-based communications to support Ameren Missouri program/service information to elected officials through internet-based tools. • Support web-based content on behalf of the Ameren Missouri community outreach and monitor data results. • Develop and prepare materials, brochures and proposals under supervision of other Community Development Executives and the department director. • Track, monitor and respond to the filing of legislation and changes to such legislation as it moves through the public process. • Analyze and communicate emerging legislative and policy issues at local governmental level to company experts and stakeholders, as appropriate and needed, to determine Ameren positions. • Effectively communicate and advocate for policy positions to local elected officials, staff and key stakeholders that are of interest to Ameren Missouri. • Identify mutually beneficial program, service and project opportunities that help enhance community growth and vitality, economic development and new revenue development for Ameren. • Educate community stakeholders on Ameren value-added programs and services in order to support Ameren business growth and promote customer affordability objectives. • Coordinate stakeholder groups and leverage current relationships to align them toward the company's position on policy issues.
Qualifications
For all levels. Bachelor's degree from an accredited college or university required. Specialization in Political Science, Communications, Public Administration or related discipline preferred. Five or more years of progressively responsible professional experience in public/governmental relations, public administration, customer communications, legislative affairs or utility customer service operations is required. Master's degree in Business Administration, Political Science, Public Administration or similar is preferred. Prior lobbying experience preferred.
In addition to the above qualifications, the successful candidate will demonstrate:
Demonstrated ability to work within a team (required). Experience in negotiating difficult issues and a strategic mindset (required). Knowledge of the utility industry and issues facing it is preferred. Broad knowledge of electric and gas business, basic knowledge of local, state and national utility trends/issues preferred. Extensive knowledge of St. Louis political structure preferred. Strong verbal and written communication skills. Proficiency with MS Office Suite of applications required. Proven business management skills including budget preparation, project management, strategy development and personnel development leadership. Actively engaged in cross- functional programs within Ameren to communicate community development perspectives and help advise broader Ameren strategy discussions.
