Summary This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. You will serve as a Travel Assistant at the TSC, Arctic Security Studies. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. May be required to work outside normal and predetermined work schedule to accomplish mission requirements. Must be able to obtain and maintain a U.S. government official passport and be willing to travel internationally (via military or commercial aircraft). Must be able to obtain and maintain a driver's license. Qualifications For GS-07 I have one year of specialized experience equivalent to the next lower grade level (GS-05) or equivalent level in the federal service (experience may have been gained in the private sector) with knowledge of Department of Defense (DoD) and Defense Security Cooperation Agency (DSCA) policy, priorities, rules and laws with respect to TSC mission and operations involving global travel. Knowledge of all aspects of travel, as well as official passports and Visas via the Federal Passport and Agent's Reference Guide. Experience must be reflected in your resume. OR If using education in lieu of specialized experience: 1 full year of graduate level education, or Superior academic achievement For GS-09 I have one year of specialized experience equivalent to the next lower grade level (GS-07) or equivalent level in the federal service (experience may have been gained in the private sector) with comprehensive knowledge of Joint Travel Regulations (JTR), Defense Travel System (DTS), Financial Management Regulations (FMR), Joint Ethics Regulations, Department of Defense (DoD) passport and Visa Regulations and procedures, country clearance guides, Security Assistance Network (SAN), Aircraft and Personnel Automated Clearance System (APACS), Individual Antiterrorism Plan (IA TP) system, Process Isolated Personnel Reports System (PRIMS) for Isolated Personnel Reports (ISOPREPS), Electronic Fund Transfer (EFT) processing systems. OR If using education in lieu of specialized experience: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such degree, or LL.B or J.D., if related Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education ARE YOU USING YOUR EDUCATION TO QUALIFY? GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least one year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
